I suspect it is the taxpayer that is footing the bill.

Considering the millions he earns per annum, it is more than likely that as he is sueing in his personal capacity, he is paying out of his own pockets.

That said, for the Secretary of the PMO to publicly defend LHL is inappropriate, considering that it is using public resources and time to draft a statement in support of an individual's lawsuit.

Things like this you cannot hide. Its a private law suit. He however has influence over state resources to facilitate his case. The claim was made that Roy after his apology had sent the offending materials to others including foreigners by email. Unless a recipient or someone close to Roy advised the legal team it could be use of state resources to tap. Ravi had asked the same question from DS but did not get a reply.
