South Korean defense officials say North Korea is deploying massive numbers of troops and arms near the capital of Pyongyang.

South Korea's defense ministry said in a report to Parliament Tuesday that the large numbers of soldiers, armored vehicles and artillery have been stationed near the Stalinist state's capital since mid-July.

The report said the deployment appears to be related to a meeting of key communist party delegates next month and the party's 65th anniversary on October 10.

North Korea-watchers say the massing of military assets could be for a parade or to provide security for the events.

Some analysts say North Korean leader Kim Jong Il will probably designate his youngest son Kim Jong Un as his successor at the September meeting, only the third such gathering since the communist state was founded in 1948.

SEOUL — South Korean troops have been practising a war plan during joint military drills with the United States that envisions occupying and stabilising North Korea, news reports said Tuesday.

Communist North Korea has threatened fiery retaliation against the annual Ulchi Freedom Guardian (UFG) exercises involving tens of thousands of South Korean and US troops.

"Distinctive features of this year's exercises are the stabilisation operation, which is being led by the unification ministry," an unidentified military official was quoted as saying by the Dong-A Ilbo newspaper.

"The unification ministry is practising a programme aimed to turn North Koreans into Republic of Korea (South Korea) citizens, which is the culmination of such a stabilisation operation," he said.

Past UFG exercises practised restoring administration in occupied North Korean areas, but this one goes a step further, with re-education and stabilisation carried out by Seoul's unification ministry.

The South's Yonhap news agency, quoting an unidentified government official, also reported the stabilisation exercise, which is likely to further infuriate the North at a time when inter-Korean relations are at a new low.

"Various drills designed for different circumstances are being conducted," unification ministry spokeswoman Lee Jong-Joo told AFP, without elaborating.

The UFG exercises envision powerful counter-offensives into the North up to the Chongchon River, 80 kilometres (50 miles) north of Pyongyang, in case of aggression from the North, the Dong-A Ilbo said.

The August 16-26 joint exercise is the latest in a series being staged by the South -- either alone or with the United States -- after the sinking of one of its warships in March, which sharply raised tensions on the peninsula.

The South blamed the North for torpedoing the corvette, killing 46 sailors, an accusation the North angrily denies.

The current drill involves 56,000 South Korean and 30,000 US troops, as well as an unspecified number of American soldiers based in the United States who link up by computer, a South Korean Joint Chief of Staff spokesman said.

General Walter Sharp, who heads some 28,500 US troops based in the South, described the drill as "one of the largest joint staff directed theatre exercises in the world".

South Korea's Unification Minister Hyun In-Taek said Tuesday that the country was pursuing a "peaceful and gradual" reunification with North Korea, dismissing speculation that the South might be seeking to absorb its impoverished neighbour.

"We want to open the future of the Korean Peninsula through cooperation" between the two Koreas, Hyun said at an academic forum.

"We aim at a peaceful and gradual unification based on agreement between the North and South."

On Sunday, he said the possibility of the communist state imploding in the near future was slim, saying leader Kim Jong-Il remains healthy enough to keep his grip on the North.

"The possibility of the North collapsing in the imminent future is not high," he told KBS TV.

Seoul's defence ministry on Tuesday said it had detected a "massive" deployment of North Korean troops and arms near the capital Pyongyang.

The large number of soldiers, armoured vehicles and artillery have been stationed near the communist state's capital since July 12, the ministry said in a report to parliament.

The deployment appears to be related to political events such as a meeting of key communist party delegates next month and the party's 65th anniversary on October 10, a ministry spokesman told AFP.

"The massive deployment of troops could be designed to show their military power at home and abroad, or for security," he said.

SEOUL — South Korea vowed Tuesday to retaliate immediately under a new military directive if North Korea fires across the disputed sea border, as China sought to defuse tensions on the peninsula.

The South's Defence Minister Kim Tae-Young said that troops had been ordered to launch a powerful counter-attack if North Korea were to fire shells into Seoul-controlled waters.

Previous guidelines required South Korean troops to issue warnings three times before opening fire.

The order was in line with new combat policy for South Korean troops guarding the volatile sea border, Kim told a parliamentary defence committee.

The North fired an artillery barrage into disputed inter-Korean waters in the Yellow Sea on August 9.

Military officials said most of the shells landed on the northern side of the borderline, but some fell on the southern side. South Korea did not fire back.

Tensions have run high between the two since Seoul accused Pyongyang of torpedoing a South Korean corvette in March with the loss of 46 sailors. North Korea vehemently denies involvement.

The South has been carrying out a series of military exercises, jointly with the United States or alone, as a show of force against the North.

News reports in South Korea say the country has been practising a new war plan during the current Ulchi Freedom Guardian (UFG) exercise that envisions occupying and stabilising its impoverished communist neighbour.

Top Chinese nuclear envoy Wu Dawei will visit Seoul on Thursday after making a trip to Pyongyang last week for discussions on how to resume talks on dismantling the North's nuclear programme.

The North quit six-party talks, also involving South Korea, the United States, China, Russia and Japan, in April 2009 in protest at UN condemnation of an apparent long-range missile test.

It carried out its second nuclear test the following month, sparking tougher UN sanctions.

Meanwhile, the South's defence ministry said a large number of North Korean soldiers, armoured vehicles and artillery have been stationed near Pyongyang. The deployment, which began on July 12, appears to be related to political events such as a meeting of key communist party delegates next month and the party's 65th anniversary on October 10, it said.

North Korean leader Kim Jong-Il has not publicly appointed an eventual successor, but his youngest son, Kim Jong-Un, is widely seen as being groomed to take over from his ailing 68-year-old father.

Some analysts say Kim Jong-Il will probably designate the son as his political heir at the September meeting, the third such gathering since the communist state was founded in 1948.

南韓國防部長金泰榮(Kim Tae-Young)24日向國會國防委員會誓言,如果北韓的砲火越過南北韓的海上界線,進入南韓海域,南韓軍隊將在一項新的交戰規則之下,立即展開強烈報復,向北韓還擊。

根據南韓先前的交戰規則,南韓軍隊在開火之前,必須先廣播警告3次。而為了防衛南北韓海上疆界情勢日益火爆的情況下,國防部修訂了新規則。

8月9日,北韓曾經向爭議中的南北韓海上界線,發射100多枚砲彈。南韓軍方指出,大多數砲彈都落在北韓水域;但是仍然有10多枚砲彈,落在南韓方面水域,但是南韓並沒有還擊。

自從南韓指控北韓,發射魚雷導致天安艦爆炸沉沒,造成46名南韓官兵死亡,南北韓的緊張情勢不斷升高。再加上美韓聯合海上軍事演習,以及北韓的砲擊,一旦擦槍走火,情況可能難以收拾。

目前南韓正和美國進行第二階段的聯合軍事演習,向北韓展示武力的意圖相當明顯。

It is inevitable the 2 Koreas will go to war one last time to decide who is the winner. This time round, it will be catastrophic for South Korea whose much superior infrastructure will be flattened and reduced to ground zero. The South backed by USA will win but what a hollow victory. The North which has nothing much to show for except their gungho army is willing to pay the ultimate price, unlike the South.

All Semiconductor plant OUTSIDE S.Korea will be really happy to see war there, Samsung, Hynix LG all flatten, orders all goes to Taiwan PRC and maybe some to SG fabs.

It is inevitable the 2 Koreas will go to war one last time to decide who is the winner. This time round, it will be catastrophic for South Korea whose much superior infrastructure will be flattened and reduced to ground zero. The South backed by USA will win but what a hollow victory.
