empower fertile women (especially those in their 20s and 30s) to
dare to refuse to marry, not just by assuring them that they have the support of the government, but also by
distracting/bribing them with
plenty of worldly pleasures that they would
not be able to enjoy if they were to marry and, therefore, probably end up producing at least one child soon after marriage.
