I think he is not a pawn and is trying his best to offer alternate views that help Singaporeans. If not, he will not say in his latest speech (post #11 above) that cannot think of Spore like a sampan, which is directly against what PM Lee said about Spore being a sampan.

We cannot go out to explore and conquer the world in a sampan.
