Being a PM for 19 years, all these old problems are still allowed to exist to affect generations after generations of Singapore workers. He should have commit Hara Kiri long time ago, instead of making empty promises while he was about to step down.

what to do, 69% of the people continue to vote for him coz they are not affected by these problems.

Those that are affected also dumbo dumbo vote for him coz they are given small amounts to help them but made to feel like they have been saved. on a separate day, the small amounts (and more) are taken back without them even realising it.
 
I would also be concerned about this specific group - whether they have been paying income tax accordingly. For the government, it means less CPF contributions too, both from employers and employees. Other than raising the GST, it's difficult to catch these buggers.
