KPI system has created monsters within gahmen? What do you think?

PAP IB site say: Compare TRE’s claim with what Prime Minister Lee Hsien Loong mentioned his Parliament speech in 2012, “To take into account not just what the Minister does in his main portfolio, but also his broader contributions to our overall team and to Singapore...

And it is not always possible to reduce this to a simplistic formula or to a finite set of KPIs which you can just measure the numbers and calculate the bonus, because Ministers have responsibilities in many dimensions, often intangible ones...

So what the Minister does today is not measured in tomorrow's output or even next year's output, but we see the results in 10, 20, 30 years if he is doing good job.
