North Korean leader Kim Jong-un has been invited to Moscow by Russia’s foreign minister.

Sergei Lavrov extended the offer as he met the leader of the secretive communist state in Pyongyang, ahead of a possible summit between Donald Trump and Mr Kim in June where the pair are expected to discuss tensions over Pyongyang’s nuclear programme.

Mr Lavrov’s visit to the North Korean capital suggests Russia wants to convey Moscow’s concerns and keep abreast of North Korea’s intentions.

He passed on Vladimir Putin’s “warmest regards and best wishes” for Mr Kim’s “big endeavours” on the Korean peninsula and invited him to Moscow.

“Come to Russia. We would be very happy to see you,” Mr Lavrov, seated across a table from Mr Kim, said on footage aired on TV.

He expressed Moscow’s support for the declaration between North and South Korea to work towards the denuclearisation of the peninsula, which they agreed last month.

Russia’s foreign minister also held talks with his North Korean counterpart, Ri Yong-ho.

Mr Lavrov said Moscow hoped all sides would take a delicate approach to the possible talks on nuclear disarmament on the peninsula and not try to rush the process.

“This will allow for the realisation not only of the denuclearisation of the whole Korean peninsula but also to provide sustainable peace and stability across north-east Asia,” Mr Lavrov was quoted as saying by his ministry.

He said Russia supported denuclearisation and the border effort to create a stable and long-lasting peace in the region, but indicated Moscow believes sanctions can be eased while the process is in progress, diverging from the US position denuclearisation must come first.

“It’s absolutely obvious that when a conversation starts about solving the nuclear problem and other problems of the Korean Peninsula, we proceed from the fact that the decision can’t be complete while sanctions are still in place,” he said.


It was Mr Lavrov’s first trip to North Korea since 2009, news agencies in the country reported.


“We welcome the contacts that have been developing in the recent months between North and South Korea, between North Korea and the United States,” Mr Lavrov said in comments to the media. “We welcome the summits that already took place between Pyongyang and Seoul as well as planned meetings between North Korean and US leadership.”

It comes after one of Mr Kim's top lieutenants and former intelligence chiefs, Kim Yong-chol, met with US officials in New York to discuss the agenda for the summit with Mr Trump.


Mike Pompeo, the US secretary of state, hosted a dinner for the most senior North Korean official to visit the US in 20 years.

MOSCOW — Russian Foreign Minister Sergei Lavrov met North Korean leader Kim Jong Un in Pyongyang on Thursday, the Russian foreign ministry said, and invited him to visit Russia.

Lavrov visited the secretive state ahead of a possible landmark summit between U.S. President Donald Trump and the North Korean leader in June.

Russia has appeared to be on the fringes of a flurry of international diplomacy as North Korea and the United States have taken steps to set up talks aimed at ending years of tension over Pyongyang’s nuclear program.

Lavrov on Thursday passed on good wishes to Kim from Russian President Vladimir Putin and invited him to visit Moscow, TV footage showed.

“Come to Russia. We would be very happy to see you,” said Lavrov, seated across a table from Kim. He expressed Moscow’s support for the declaration between North and South Korea last month in which they agreed to work for the denuclearization of the peninsula.

Lavrov also held talks with his North Korean counterpart, Ri Yong Ho, in what was his first trip to North Korea since 2009, Russian news agencies said.

Lavrov said Moscow hoped all sides would take a delicate approach to possible forthcoming talks on a nuclear settlement on the peninsula and not try to rush the process.

SEOUL - Russian Foreign Minister Sergey Lavrov met North Korean leader Kim Jong Un in Pyongyang on Thursday (May 31), the Russian foreign ministry said, and invited him to visit Russia.

Lavrov visited the secretive state ahead of a possible landmark summit between US President Donald Trump and the North Korean leader in June.

“Come to Russia, we’ll be very happy to see you,” Lavrov told Kim in remarks released by the Russian foreign ministry.

It remains unclear whether Kim has accepted the invitation. Should he decide to go, it will represent the first visit by a North Korean leader to Russia since his father Kim Jong Il visited Russia in August 2011.

Russian leader Vladimir Putin previously invited Kim Jong Un to Russia in 2014 – a visit the young North Korean leader reportedly cancelled at the last minute, reported NK News.

Lavrov held talks on Thursday with his North Korean counterpart Ri Yong Ho before meeting Kim. It is Lavrov's third visit to North Korea. He last visited the country in 2009.

"We are interested in peace, stability and prosperity on the Korean peninsula and in North-east Asia as a whole," Lavrov said at the beginning of the talks with Kim.

Putin conveyed warm greetings to Kim Jong Un and expressed support for the initiatives of the North Korean leader on the Korean peninsula, Lavrov added, reported Russian state-owned news outlet Sputnik.

"We and our President have very positively assessed the Panmunjom Declaration, which you and the President of the Republic of Korea signed. We are ready to contribute to its implementation in every possible way, given that it mentions railway projects which should be implemented with Russia's participation in the long term," Lavrov said at a meeting with Kim.

Russia is particularly interested in projects involving the construction of gas pipelines and railways connecting the two Koreas to Russia, reported NK News.

Lavrov's visit to Pyongyang, which was announced on Wednesday, comes amid a flurry of diplomatic activity to organise a landmark summit between Donald Trump and Kim, with US Secretary of State Mike Pompeo also meeting Kim's right-hand man Kim Yong Chol in New York late Wednesday.

Lavrov was received by Vice Foreign Minister Sin Hong Chol at the airport and later met Kim. Putin once called Kim a "shrewd and mature" politician.

“Lavrov was greeted by the Chairman of the State Affairs Commission of DPRK Kim Jong Un during his visit to Pyongyang,” the Russian foreign ministry said on Twitter in English, releasing pictures of the two men shaking hands.




“Sergey Lavrov, foreign minister of the Russian Federation, arrived here on Thursday at the invitation of Ri Yong Ho, foreign minister of the Democratic People’s Republic of Korea (North Korea)”, KCNA news agency said in a brief dispatch. The two foreign ministers held rare talks in Moscow last month.

The Korean Peninsula’s nuclear issue cannot be fully solved unless sanctions against Pyongyang are lifted, Lavrov said after talks with Ri on Thursday.

"Touching on sanctions, this is absolutely clear that starting this discussion about solving the Korean Peninsula’s nuclear problem, we believe that it cannot be full until sanctions are removed," Lavrov was quoted as saying by the Russian state agency Tass.

"But how to move forward to this, that’s about the art of negotiators. But this cannot be done in one move."

It is impossible in one move to ensure denuclearization, that’s why certainly there should be some stages and there should be the oncoming traffic at each of these stages," Lavrov stressed.

He called for a "delicate" approach to prevent the current process from falling apart.

"We call on all the parties involved to fully realize their responsibility for preventing the failure of such an important but fragile process," TASS quoted Lavrov as saying after his talks with Ri.

Lavrov spoke to his US counterpart Pompeo by telephone for the first time on Wednesday ahead of the Secretary of State's dinner meeting with Kim Yong Chol.

Washington is pressing North Korea to quickly give up all its nuclear weapons in a verifiable way in return for lifting sanctions and economic relief.

But analysts say North Korea will be unwilling to cede its nuclear deterrent unless it is given security guarantees that the US will not try to topple the regime.

MOSCOW/SEOUL: Russian Foreign Minister Sergei Lavrov met North Korean leader Kim Jong Un in Pyongyang on Thursday and invited him to visit, moving to raise Moscow's profile in international efforts to ease tensions on the Korean peninsula.

Lavrov visited the secretive state for the first time since 2009, as North Korean and U.S. officials met for a second day to prepare the ground for an historic summit on June 12 between U.S. President Donald Trump and the North Korean leader.

Russia has appeared to be on the fringes of a flurry of diplomacy as Pyongyang and Washington edge towards talks aimed at ending years of tension over North Korea's nuclear programme.

Lavrov on Thursday invited Kim him to visit Moscow.

"Come to Russia. We would be very happy to see you," Lavrov, seated across a table from Kim, said during a televised meeting.

He expressed Moscow's support for a declaration last month in which North and South Korea agreed to work for the denuclearisation of the peninsula.

He said Moscow hoped all sides would take a measured approach to possible forthcoming talks on a nuclear settlement.

"This will allow for the realisation not only of the denuclearisation of the whole Korean peninsula but also to provide sustainable peace and stability across north-east Asia," Lavrov was quoted as saying by his ministry.

Kim's personal meeting with Lavrov was likely a move to try to secure Russia - along with China - as another powerful player that can push the United States to ease sanctions and make other concessions, said Anthony Rinna, a specialist in Korea-Russia relations at Sino-NK, a website that analyzes the region.

In the short term, Moscow "cannot afford to be remembered as the country that had no hat in the ring leading up to June 12," he said.

"From a longer-term perspective, Russia hopes to foster economic cooperation with both North and South Korea."

Kim would be wise to delay any official visit to Russia until after his meeting with Trump, said Jeong Hyung-gon, a research fellow at the Korea Institute for International Economic Policy.

"It won’t be easy for Kim Jong Un to turn down an official invitation, so I think it would be after the June 12 summit, which would help him to hold a successful summit with the U.S."

Lavrov also held talks with his North Korean counterpart, Ri Yong Ho, Russian news agencies said.

North Korean leader Kim Jong Un secured an invitation to Moscow Thursday as a top Russian diplomat visited Pyongyang.

Russian Foreign Minister Sergei Lavrov met with Kim in the North Korean capital, clearly demonstrating Russia’s determination not to have its interests left out of the geopolitical shifts on the Korean Peninsula. “Come to Russia. We would be very happy to see you,” Lavrov told Kim, passing along Russian President Vladimir Putin’s “warmest regards and best wishes.”

The meeting, which occurred as Secretary of State Mike Pompeo sits down with senior North Korean official Kim Yong Chol in New York City, is the latest in a series of meetings shattering North Korea’s diplomatic isolation.

In late March, Kim traveled secretly to China for a state visit with Chinese President Xi Jinping focused on repairing strained and tattered ties between Beijing and Pyongyang. The trip marked his first trip abroad since he took power six years ago. (RELATED: Kim Jong Un Met Xi Jinping In China)

The North Korean leader first met his South Korean counterpart on April 27, doing so on South Korean soil. The two leaders held a surprise second summit on North Korean soil just days after President Donald Trump canceled his summit with Kim, demonstrating that talks can continue regardless of U.S. actions. Despite tensions, the two Korean leaders embraced one another as friends.

The Trump administration appears convinced that the maximum pressure strategy, which aimed to strangle the North Korean economy while isolating the country diplomatically, is bringing Kim to the negotiating table, a view not held by the North Koreans. The administration, currently engaging North Korean officials to salvage the scrapped Trump-Kim summit, has said that if talks fail, the U.S. will continue to exert pressure on North Korea until it decides to return to the negotiating table.

“I think we are looking for something historic. I think we’re looking for something that has never done before. And be it for whatever reason the North Koreans say they’re not ready to do something like that.” a senior State Department official explained to reporters Wednesday. “We will ramp up the pressure on them and we’ll be ready for the day that hopefully they are.”

But, it may be difficult to restart the maximum pressure campaign, as China, South Korea, and Russia are already discussing economic reform and cooperation, even possible sanctions relief, with North Korean officials, which are now also regularly meeting with their relevant foreign counterparts.

“The multilateral pressure coalition has fallen apart,” Mira Rapp-Hooper, an Asia expert at Yale Law School’s Paul Tsai China Center, recently told The Washington Post.

Kim’s ascension to the world stage as a statesman stands to potentially undermine the administration’s fallback plan should the Trump-Kim summit not occur or the two sides fail to reach an agreement, possibly leaving only the threat of force on the table. Pyongyang’s newfound connections to Beijing, Moscow, and Seoul may, however, make such threats less persuasive.

Democrats Childishly Resist Trump’s North Korea Efforts

Sadly, Democrats in Congress are responding in a quite Trumpian way: They seem more concerned with undermining him than supporting a peace process with North Korea. They are on the same side as National Security Adviser John Bolton, quietly subverting attempts to pursue peace.

While international security is complicated, here’s a rule of thumb: When you find yourself on the same side as Bolton, go back and re-examine your position.

Sure, we all wish that Trump treated Justin Trudeau or Angela Merkel with the respect that he now shows Kim Jong-un. Yes, it seems that Trump has been played by Kim. Yet another way of putting it is that Trump is finally investing in the kind of diplomatic engagement that he used to denounce, and that we should all applaud.

Trump’s newfound pragmatism is infinitely preferable to the threat of nuclear war that used to hang over all of us, so it’s mystifying to see Democrats carping about any possible North Korea deal.

“Any deal that explicitly or implicitly gives North Korea sanctions relief for anything other than the verifiable performance of its obligations to dismantle its nuclear and missile arsenal is a bad deal,” seven Democratic senators, including Chuck Schumer, warned in a letter to Trump this week.

The letter also insisted on “anywhere, anytime” inspections of suspected North Korean nuclear sites, as well as those linked to its chemical and biological warfare programs.

It’s almost unimaginable that North Korea will allow such intrusive inspections — any country would resist having an enemy poke around its military bases, underground bomb shelters and border fortifications. So these Democrats are essentially saying that no plausible deal will pass muster.

“The Democrats have gone overboard in the conditions they listed in the letter,” said Joel Wit, a North Korea watcher at the Stimson Center in Washington. “If they’re serious, it’s a prescription for failure because no one could achieve the conditions. It’s maybe payback for everything they were dealt in the Iran deal.”

“It’s like role reversal,” Wit added. “For years Democrats criticized Republicans for not wanting to engage North Korea. Now that Republicans want to engage North Korea, the Democrats are preparing to criticize them.”

Aside from Schumer, the Democratic senators who signed the letter are Sherrod Brown, Richard Durbin, Dianne Feinstein, Patrick Leahy, Robert Menendez and Mark Warner.

I appreciate that it’s galling for Democrats to see Trump present himself as a great strategist who has forced North Korea to knuckle under. White House aide Larry Kudlow boasted on Fox News: “North Korea coming to the negotiating table has a lot do with President Trump’s very firm stand.”

Poppycock. North Korean leaders have been eager for decades to meet with an American president; it’s just that no previous president agreed for fear of legitimizing the regime. It’s actually Trump who has made stunning compromises — holding a get-acquainted summit with Kim without any prospect of near-term denuclearization.

The real hero here is South Korea’s president, Moon Jae-in, who shrewdly used the Olympics to kick-start the peace process. Trump and Kim won’t get a Nobel Peace Prize, but if the peace process survives, Moon will be a worthy recipient.

For decades, especially after Bill Clinton’s 1994 “Agreed Framework” with North Korea, it was conservative Republicans who were the spoilers on nuclear deals with North Korea and Iran alike.

This G.O.P. petulance was bad for America. Bolton helped kill the Agreed Framework, so that North Korea hugely expanded its weapons program. Similar petulance led Trump and Bolton to try to destroy the Iran nuclear deal this spring; as a result, Iran this week announced that it was increasing its uranium enrichment capacity. Boy, that went well.

Now a similar partisan petulance seems to be turning some Democrats into spoilers. Trump’s engagement with North Korea has been chaotic and should have begun with working-level talks, but it’s still better for leaders to exchange handshakes than missiles.

Granted, there’s plenty of reason to be nervous about Trump’s deal making with North Korea, and plans can still collapse. How will Trump manage Kim when he can’t even manage a summit with the Philadelphia Eagles?

Still, even if North Korea won’t hand over nuclear weapons in the next few years, I can imagine it committing in coming months to a sustained moratorium on nuclear tests and long-range missile tests, on production of plutonium and uranium fuel, on transfer of nuclear technology to other countries, such as Syria. North Korea might also destroy an ICBM or two and accept inspectors at its nuclear sites in Yongbyon. Trump and Kim might agree to exchange liaison offices and to declare peace on the Korean Peninsula.

North Korea might well cheat, and these are half-steps, not rapid denuclearization. But half-steps toward peace are better than full strides toward war.
