Vladimir Putin and his North Korean counterpart Kim Jong-un will meet in Vladivostok, in Russia’s Far East, on April 25. It will be the first meeting of the two heads of state.




The leaders will hold talks on Thursday, Putin’s foreign policy aide, Yuri Ushakov, confirmed. He called Kim’s visit to Russia “the key event” in the recent history of Moscow-Pyongyang relations.
It is crucial in terms of assisting the political and diplomatic efforts to resolve the [North Korean] nuclear issue.
Earlier reports suggested that the leaders will hold talks on Russky Island near Vladivostok.
A short time ago a video appeared that shows a large motorcade, including two unidentified black limos, arriving through a checkpoint. The footage published on YouTube shows the main entrance to the campus of the Far Eastern Federal University (FEFU) on Russky Island.

The Putin-Kim talks are due to take place amidst a breakdown in Pyongyang’s negotiations with Washington. Earlier this month, the North Korean leader gave the US until the end of 2019 to change its “posture” if it wants to make another summit between him and President Donald Trump possible.

Kim also expressed dissatisfaction with the negotiation style of US Secretary of State Mike Pompeo, saying that he should be excluded from future talks.
But Washington insisted on keeping Pompeo on the team.
Russia welcomed face-to-face talks between the US and North Korea but opposed the use of ultimatums and stressed that sanctions alone can’t resolve the situation.
While it’s Kim’s first visit to Russia, Putin visited North Korea in 2000 back when the nation was ruled by Kim Jong-il, the father of its current leader. Kim Jong-il paid a return visit the following year, travelling to Moscow in his famous armored train. His two other visits were in 2002 and 2011, but neither had the Russian capital as the destination.

SEOUL: North Korean leader Kim Jong Un Un arrived in the Russian city of Vladivostok on Wednesday (Apr 24) for a summit with Russian President Vladimir Putin aimed at mustering international support while nuclear talks with Washington are in limbo.
The armoured train carrying Kim - on his first official visit to Russia - pulled into the station on the quayside in Vladivostok, a few hours after crossing from North Korea into Russia.


Kim is expected to project himself as a serious world player with his first meeting with the Russian leader and at the same time seek assistance from a key ally to ease economic pressure brought on by US and international sanctions.
The young leader will meet with Putin in Vladivostok on Thursday with the nuclear stalemate with the United States topping the agenda, Kremlin aide Yuri Ushakov said.
"In the last few months the situation around the peninsula has stabilised somewhat, thanks in large part to North Korea's initiatives of stopping rocket testing and closing its nuclear test site," Ushakov told reporters.
"Russia intends to help in any way possible to cement that positive trend."




Earlier, at a stopover at the Russian border station of Khasan,
Kim told Russian state television he was hoping for useful and successful discussions with Putin.
"I hope that we can discuss concrete questions about peace negotiations on the Korean peninsula, and our bilateral relations," he said through an interpreter.
Kim was greeted with flowers and traditional gifts of bread and salt, the RIA news agency reported, citing an unnamed local government official.
He then toured the Russian-Korean Friendship House located at the station, built ahead of a 1986 visit by his late grandfather and state-founder and leader Kim Il Sung who died in 1994, RIA said.
The North's official KCNA news agency reported earlier on Wednesday that Kim departed for Russia accompanied by key aides including Foreign Minister Ri Yong Ho and veteran nuclear negotiator Choe Son Hui.
Kim is seeking to rally support from Moscow after his second meeting with US President Donald Trump in Vietnam in February broke down over differences about demands for Pyongyang to denuclearise and for Washington to drop sanctions.
Kim would hope to get a break from crushing sanctions through his unprecedented summit with Putin but that is likely to prove elusive, analysts say.
Japan's NHK broadcaster reported citing an unnamed senior Russian official that Putin could propose a restart of the six-party denuclearisation talks - which involved the United States, China, Russia, Japan and the two Koreas - last held in 2008.
"POSITIVE PROGRESS"
Kim's top security and protocol aides were seen making final checks around Vladivostok station, according to South Korea's Yonhap news agency. His chief of staff Kim Chang Son and sister Kim Yo Jong were also spotted in the Far Eastern city earlier this week, South Korean media reported.
Vladivostok is the major Russian city to the northeast of the North's border with Russia, which can be reached by train, Kim's preferred mode of international transport.
Conspicuously absent from the reported entourage was Kim Yong Chol, who had led talks with U.S. Secretary of State Mike Pompeo. Kim Yong Chol had been a prominent presence during the leader's four trips to China and two summits with Trump.
US nuclear envoy Stephen Biegun visited Moscow last week for talks with his counterpart Igor Morgulov, which a US State Department official said would continue "to bridge any gaps on the way forward‎."
"The United States and the international community is committed to the same goal - the final, fully verified denuclearisation of North Korea," the official said, when asked about the Kim-Putin summit.
"It is Chairman Kim's commitment to denuclearisation upon which the world is focused," he said.
Artyom Lukin, a professor at Far Eastern Federal University in Vladivostok, said Kim would want to be seen as a world leader who is not too caught up in ongoing dealings with Washington, Beijing or Seoul.
The school's campus is expected to be venue for the summit.
"As for Russia, the Putin-Kim summit will reaffirm Moscow's place as a major player on the Korean peninsula. This meeting is important for Russian international prestige," he said.
Putin previously held a summit with Kim Jong Un's father and predecessor, Kim Jong Il, in 2002, who also met in 2011 with Dmitry Medvedev, Putin lieutenant who was then president.
The sports complex at the university was closed on Tuesday and workers were seen bringing in furniture, a Reuters TV crew at the site reported. Security guards at the entrance to the campus were searching vehicles as they drove in.

Kim Jong-un’s armored train has reached Vladivostok, a city in Russia’s Far East, which will host the first-ever meeting between Kim and President Vladimir Putin.
The summit, which is scheduled for Thursday, will be hosted by the Far Eastern Federal University at its new campus on Russky Island, which is across the bridge from Vladivostok.
The program of the visit has largely been kept secret, but evidence of preparations for the high-profile meeting has been floating around since Monday.

The armored train arrived at the station in Vladivostok hours after crossing the Korean-Russian border on Wednesday morning. As it was coming to a stop, Korean bodyguards in black business suits and white gloves poured out onto the platform.
They wiped clean the door that their leader would soon exit from, and put in place a small ramp connecting the train car and a red carpet prepared for Kim.

Kim had a smaller welcoming ceremony at the Russian border town of Khasan, where he was offered bread and salt as a gesture of hospitality, and a short tour to a historic building which has significance for the North Korean ruling family.

Accompanied by senior Russian officials, Kim went to the terminal square, where a military band in full parade uniforms played national anthems of North Korea and Russia. The visiting dignitary and his delegation were then treated with a military tattoo.
He then boarded a diplomatic limousine and left in a motorcade as the band played a farewell tune.



The visit to Russia is Kim’s first since taking power in Pyongyang in 2011, as well as his first face-to-face meeting with President Vladimir Putin. Among other things, the top-level talks are expected to deal with the stalled process of de-escalation of tensions on the Korean Peninsula.
Last year, Kim held a highly-anticipated summit with US President Donald Trump in Vietnam, which ended without a diplomatic breakthrough. Pyongyang matured its nuclear weapons and ballistic missile technologies under Kim, prompting a nervous reaction from the Trump administration in 2017. The latter boosted war games with regional allies, triggering unease in North Korea, which called the exercises “provocations.”

Putin is on his way to Beijing, for 1B1R seminar, so on the way. If in Moscow then Putin will be too late to arrive for seminar, many world leaders are already in Beijing. They came from Qingdao PLA Navy's 70th Anniversary Parade. The train are from Soviet and good to take to Vladivostok to get a good servicing @ depot. This train was given by Stalin to Kim Jong Nuke's Grandpa Kim Il Song.

Vladimir Putin said North Korea will give up nuclear weapons, but fears for its security if it does so, and added he was prepared to share the results of his landmark meeting with Kim Jong-un with Donald Trump.
“I got the impression that Kim Jong-un is interested in denuclearization, all North Korea needs is guarantees of its security and sovereignty,” the Russian president said during the press conference in the aftermath of his talks with the North Korean leader in Vladivostok which ran hours over the allotted time.
Putin insisted that the only means for such guarantees is to ensure that international law triumphs over “rule of strength,” though noted that it was too early for specifics on how the denuclearization process would be structured.

Saying that Russia and the US are both against the proliferation of weapons of mass destruction – much as they may argue about the methods – Putin revealed he was open to relaying the content of his talks to Donald Trump.
We are going to discuss the situation with the US. Russia is always open on this – there are no conspiracies. More than that Kim Jong-un personally asked us to inform Washington of his position and the issues he wants to ask about.
Putin, who had previously met Kim’s father Kim Jong-il during a similar summit back in 2002, described the current North Korean leader as “interesting to talk to” and “ready to discuss any subject freely.”

But asked if Kim is ready to make more concessions after his last talks with Trump ended in a stalemate, Putin said: “I believe there is no other way, but what he is or isn’t ready to give up – you have to ask him that.”
North Korea did not issue a statement or send a representative after the two-way talks in Russia. Nonetheless, Putin spoke warmly of opportunities for economic cooperation with North Korea. He also urged South Korea to act with more independence from the United States in reaching out to Pyongyang.

Russian President Vladimir Putin and North Korean leader Kim Jong-un have now arrived at the venue of their first-ever face-to-face meeting. The summit is taking place on Russky Island off Vladivostok.
The much-anticipated meeting of the two leaders has drawn huge media attention. About 300 accredited journalists flooded the venue, the Far Eastern Federal University (FEFU) campus, to cover the historic summit. The two leaders shook hands in front of the building before proceeding inside for a greeting ceremony with accompanying officials and sitting down for a chat.

Kim's armored train arrived on Wednesday, a day before Putin flew in from the Siberian city of Chita.
Earlier, Kremlin spokesman Dmitry Peskov said the first one-on-one meeting between Kim and Putin would last no longer than an hour and would be followed by consultations featuring officials from both countries.

The main topic on the agenda will be the denuclearization of the Korean Peninsula, an issue that has been a bone of contention between Washington and Pyongyang, with the latest Trump-Kim summit in February in Hanoi falling apart without a breakthrough.
Among other items on the table are bilateral relations between Russia and North Korea, including their political, economic, and humanitarian aspects.
Kim’s late father, Kim Jong-il, visited Russia in 2011, shortly before the current leader of North Korea took over.

Kim Jong-un spoke about his country’s “strength” as he exchanged weapons as presents with Vladimir Putin during their first-ever meeting in Vladivostok on Thursday.
The Russian president led his North Korean counterpart through the traditional gift-giving ceremony that accompanies landmark international summits, first offering him a set of handmade gilded glasses.
But the highlight was a Russian curved saber that Putin unsheathed as he offered it to the North Korean leader.

As is customary when gifting blades, to avoid bad luck the Russian president included a coin with the sword, which Kim then 'paid back' to him.

Putin and Kim spent twice the allotted time during their face-to-face in the Russian Far East, in what was the first ever face-to-face meeting between the two leaders ever.

当地时间4月25日下午2点05分,朝鲜最高领导人金正恩和俄罗斯总统普京在俄罗斯远东联邦大学正式会晤。首次“金普会”持续了三个半小时,其中有两个小时是金正恩同普京的单独会晤。

普京在会后对媒体说,和金正恩进行了“非常彻底”的交谈,“对会谈的结果感到满意”。他说:“金正恩委员长是一个相当开放的人,(我们)对所有议程上的问题都进行了自由讨论。”

在会晤开始前,克里姆林宫助理尤里·乌沙科夫就表示,普京和金正恩不打算签署任何协议,也不打算发表联合声明。

据路透社一名现场记者报道,普京有让世界各国领导人等待他的记录,但今天,普京比金正恩提前约半小时抵达会场。

当晚,在招待朝鲜最高领导人金正恩的晚宴上,普京表示,朝鲜半岛核问题除和平解决外别无他法。普京还引用了一句朝鲜谚语“人心齐,山石移”。他说:“我相信,这是成功的保证。” 宴会开始前,金正恩向普京赠送了一把朝鲜军刀。他说,这把军刀“代表着权力,代表着我的灵魂,也代表着支持你的我们人民的灵魂”。

金正恩罕见回答记者提问

4月24日下午4点刚过,金正恩的专列抵达符拉迪沃斯托克火车站。金正恩面带笑容地走出车厢,看到迎接人员后脱帽并轻轻鞠躬示意,随后与他们一起走出火车站。俄罗斯媒体对他的举止风度表达了很高的赞赏。

当晚,金正恩下榻位于远东联邦大学1号楼。据俄罗斯卫星通讯社报道,与外界预料的不同,金正恩似未与俄罗斯人士共进晚餐,而是与随行人员就餐后休息。

At 2:05 pm local time on April 25, North Korean top leader Kim Jong-un and Russian President Vladimir Putin formally met at the Russian Far Eastern Federal University. The first "Gim Club" lasted for three and a half hours, two of which was a separate meeting between Kim Jong-un and Putin.

Putin told the media after the meeting that he had a "very thorough" conversation with Kim Jong-un and "satisfied with the outcome of the talks." He said: "Chairman Kim Jong-un is a fairly open person, and we have freely discussed all issues on the agenda."

Before the meeting began, Kremlin assistant Yuri Ushakov stated that Putin and Kim Jong-un did not intend to sign any agreement and did not intend to issue a joint statement.

According to an on-site reporter from Reuters, Putin has a record for world leaders waiting for him, but today, Putin arrived at the venue about half an hour earlier than Kim Jong-un.

Putin said: "I will meet with Chinese leaders in Beijing tomorrow. Of course, we will also openly and frankly discuss today’s meeting with the US." He added, "There is no secret here. Russia’s position is always open and there is no conspiracy. In addition, Kim Jong-un also asked us to inform the US about his position."

Before the talks began, Kim Jong-un said, "The whole world is paying attention to the situation on the Korean Peninsula. I hope that we can exchange opinions and opinions on this issue and hold very meaningful talks to discuss how we can work together to solve this problem."
