Yes, those would fall under expats who work and stay here. Even those in major GLCs, they are just responsible for their own department as opposed to Chip who oversees the "mother ship".

Chip is different because he is tasked to run Temesak. You just can't run a company blindfolded let alone one that magnitude of Temesak.
Most of us know that "differences in opinions on strategy" alone can't be the sole reason for Chip to back out.
