Legalised corruption.

All PAP politicians take a known lump sum from taxpayers each year for their salary. That money is accounted for and they pay taxes on it where it is due. Politicians elsewhere embezzle tens of millions or billions of US dollars each year from their taxpayers. The amount of money paid to the PAP politician is very small by comparison.
