The paddy with the highest yield per acre in the world is in selangor sekinchan district grown by chinese farmers as no winter.
Their farms are producing 3 times more than gomen controlled malay farmers getting fertiliser subsidies.because malay farmers earning less snd old age, they now prefer to just tent out their farms to thai or non malay farmers. The gomen keeps a blind eye on this practice due to food security issues. Young malays are not interested in farming paddy due to low income. But when others take over using their own seedlings, not those provided by gomen, the income goes up.
KL rice programme is not to help farmers, but helps bumi suppliers of fertilisers and seedlings become billionaires. That is the umno economic policy for you.
