盛港南芬维尔巷（Fernvale Lane）的居民对每天出行时必须攀爬的“小天梯”并不陌生。因地势的关系，这一带居民从组屋到位于杨厝港路的巴士站，必须穿越停车场，然后再一步步走上40级的梯级才能抵达。但在新的有盖衔接桥启用后，居民前往巴士站时已变得更便利。

这座桥将巴士站衔接至停车场第三层。停车场内设有斜道和电梯，让行动不便者同样能轻松往返。李显龙总理昨天（11月4日）上午在该区出席社区活动时，为这座桥主持揭幕启用仪式。


负责盛港南区事务的宏茂桥集选区议员颜添宝 受访时说，基层人员根据居民反馈和实地考察，去年提出要造桥的提议。建筑工程约两个月前展开，如今顺利完工，那一带的约1600户家庭将从中受惠。

“我们在现有基础设施上建造桥梁，让居民可以直接步行到巴士站……居民们每一次出行，爬上爬下都要经过40个梯级。现在有了桥梁，能造福他们，他们也一直很期待这个项目落成。”

颜添宝透露，当局也曾研究其他选项，如建造电梯，但考虑到电梯的维修费用等因素，最后决定采用衔接桥这个“成本最小化，利益最大化”的方案。

在芬维尔巷居住了七年的居民丁美凤（65岁，退休）受访时说：“以前大家出行都必须爬40级的梯级，或是得绕着组屋群走15分钟的斜坡才能抵达巴士站，非常不方便。现在有了衔接桥，方便多了。”

不申请建造资金让居民自发参与
造桥费用约为38万8000元。颜添宝指出，造桥费用全数由基层人员、居民和其他私人捐款筹集而得。

一般情况下，市镇理事会可就社区改进项目向国家发展部属下的社区设施改进委员会（简称CIPC）申请资金。颜添宝说，基层人员在考虑到这座桥更深层的意义时，认为可借这项工程促进社区凝聚力。

“造桥是一种对社会的善举……我们在展开工程时就决定不向CIPC申请资金，让居民自发参与。这是个有意义的项目，可以让大家有参与感和归属感。”

李总理昨早也和其他宏茂桥集选区和盛港西区议员共同植树，并走访区内的家庭日嘉年华活动，与居民互动。活动吸引约1500名居民参与。

I'm glad that the residents of Sengkang South are able to think rationally and crowdfund to build this bridge. The money is certainly put to better public use than raising funds for the WP oppies' legal bills. Should let the trio go bankrupt under the weight of the legal fees.

WHY the need?
It's because... the complacent and incompetent PAP-controlled Government did not provide for the people.
The people had to depend on and do it themselves.

Sinkees should also ask how much is the town council paying for the 'independent' panel comprising two senior counsels and a big four accounting partner to lead them.
