the returning students to return home. Worse, they only issued a warning
to these returning students that they should not have homecoming parties

You are paid to anticipate problems and forestall them from occuring, and to take effective decisive action if & when they do occur. You have failed in your duty to do so.

they were weak people.

Later on, Wooden said if salaries were not high, we would not be able to get the quality people that we want.
Thus, high salary = high quality = well managed, well run Singapore. So long as the last part of the equation
