Japanese mentality - World War II

Why is Japan is adamant on taking ownership of their role in the war especially the atrocity committed. They know the comfort women issues, their cruel wartime activities and they also know the various occupied states like South Korea, China and various countries will be more at ease if they simply stop visiting the shrine and acknowledge their role in the war, but they continue to resist, I wonder what exactly are their mentality. Look at Germany, they did their part and the world accepted it, and everyone move on with their life, why is Japan so different???
