Govt ministries and stat boards are worse than private sector when it came to playing politics. There are two types.
One is the turf war. Even within the same Ministry, such as between EDB and other boards like IES and Spring. ESC proponets, MPs and Ministers can shout all they want about handholding SMEs overseas and developing the external wing, but at the operating level, IES wouldnt touch anything that is under $100 million cap. so Spring is permanently saddled with albatrosses around its neck with all the SMEs. EDB is always the big brother who will take the credits for achievements and limelight, but come the hard work, passes it on to Spring. EDB is the monkey; Spring the donkey.
The other one is tai-chi. Complain about noise from neighbours in a private residential neighborhood to the Police, and they will tell you to call NEA. In the middle of the night, either the Police is daft to think that NEA works 24/7, or NEA is daft for actually doing so. It's not URA, it's HDB/Town Council. How many know that MRT stations are under the purview of LTA, not SMRT. etc etc. One case even the LTA suggested that I bring matter with the Management Title of Jurong Point when it concerned the Boon Lay Exchange amenities!
Clearly, the fish rot starts in the head. The thing about throwing stones from galss houses...Just don't hold yr breath. These scholar types don't want people messing up their clean records for career promotion, and they also don't want to touch anything that puts them in jeopardy until their term is over. Talk about public servant. More like self-service.
