A day after his electronic tag was removed after serving reformative training, Ng Lin Ming offered his services to an illegal moneylender. Between Oct 18 and 22, 2011, he scrawled loanshark graffiti on walls near the homes of four people. Ng also set fire to the doors of two flats.

The 23-year-old pleaded guilty on Monday to committing four offences of harassment and was sentenced to five years in jail and 20 strokes of the cane.

Deputy Public Prosecutor Seraphina Fong said that he was sentenced to reformative training in August 2008 for harassing people who owed money to loansharks.

He was released in April this year and placed on electronic tagging till Oct 7. The very next day, Ng called a loanshark known only as Henry for harassment jobs.

On Oct 16, he scribbled demands for repayment of loans on the wall of a ninth-floor staircase landing in Woodlands Drive, splashed the main door of the flat with lighter fluid and set fire to it.

On Oct 17, he scribbled on a wall in a lift lobby in Jurong West. The day after, he scribbled on a wall and set fire to the door of a flat in Lompang Road.
