North Korea has described the latest UN sanctions imposed on the country as an "act of war".

A foreign ministry statement said the measures were tantamount to a total economic blockade, the official KCNA news agency reported.

It added that strengthening North Korea's deterrence was the only way to frustrate the US.

The UN Security Council imposed the new sanctions in response to Pyongyang's ballistic missile tests.

The US-drafted resolution includes measures to slash North Korea's petrol imports by up to 90%.

North Korea is already subject to a raft of sanctions from the US, the UN and the EU.

What did the North Korean statement say?
It described the latest UN sanctions "as a violent breach of our republic's sovereignty and an act of war that destroys the peace and stability of the Korean peninsula and a wide region.

"The United States, completely terrified at our accomplishment of the great historic cause of completing the state nuclear force, is getting more and more frenzied in the moves to impose the harshest-ever sanctions and pressure on our country.

"We will further consolidate our self-defensive nuclear deterrence aimed at fundamentally eradicating the US nuclear threats, blackmail and hostile moves by establishing the practical balance of force with the US."

What exactly are the new sanctions?

The US said it was seeking a diplomatic solution to the issue and drafted this new set of sanctions:

• Deliveries of petrol products will be capped at 500,000 barrels a year, and crude oil at four million barrels a year

• All North Korean nationals working abroad will have to return home within 24 months under the proposals, restricting a vital source of foreign currency

• There will also be a ban on exports of North Korean goods, such as machinery and electrical equipment

The UN sanctions came in response to Pyongyang's 28 November firing of a ballistic missile, which the US said was its highest yet.

　　美军三艘航母编队在亚太耀武扬威

　　美军有可能从东太平洋抽调军舰，强化美国在亚洲地区的军事力量。这被一些外媒解读为特朗普版的“重返亚太”。据美国《星条旗报》22日报道称，美国或许将派出4~6个航母战斗群来西太，东北亚核导问题只是这一重大军事调动的幌子，真正目标是中国。这对中国的威胁都是很大的，必须予以足够的警惕。但军事专家认为，除非爆发战争，不太可能出现6艘航母齐聚西太的局面。可美军的新动向需要高度关注，对此，中国应该加快速度部署具有很强作战能力的反舰弹道导弹东风-21D/26，以抵销美军的威胁。

　　中国的反舰弹道导弹终于要发威了

　　虽然早前美国的“重返亚太”战略被死亡了，但是，新总统的“印太”战略也大有来头，不过不管美国的亚太战略如何变幻，其矛头均是中国这一点是无疑的。这不，就在新总统的“印太”战略出炉不久，美军的配合就跟上了。据美国海军作战部长在停泊于日本海港的“里根”号核动力航母上说，美军早就提出把60%的海军水面舰艇部署在亚太地区，其中就包括6艘核动力超级航母，美国海军的大部分攻击型核潜艇也将部署太平洋。这些力量看来到了实际部署的时候了，这也符合目前美国的对华姿态。

　　两种颜色代表两种反舰弹道导弹的打击范围

　　如果美军把6艘航母部署到亚太地区，那么，依照能够驻泊的港口来分析，不外是夏威夷的珍珠港、关岛的阿普拉军港、日本东京的横须贺军港和新加坡的军港，未来可能还有宝岛上的高雄左营军港（目前正在招标扩建等待美军航母来访）。这样如果在珍珠港和阿普拉港各部署2艘的话，那么，其余的基地一地一艘，基本就能完成美军航母在亚太的均势部署。美军这样部署，可以方便一旦某地爆发危机，美军航母战斗群随时都能集结2~3艘航母进行快速应对，其对亚太事务的军事干预就能得心应手。

　　反介入/区域拒止战略是一个作战体系

　　就这一阵势来看，似乎亚太地区没有其它国家可以承受3艘以上的航母联合施压，显然美军的目的已经成为司马昭之心——路人皆知了，摆明了就是对付中国嘛！所以，中国不能坐以待毙，更重要的是中国的崛起国策不能被打断，因此中国必须做出积极应对，这就要求将已经基本成熟的反介入/区域拒止（A2/AD）战略体系进行系统化部署。其中，除了太空作战和监视力量外，最主要的就是由东风-21D掌控第一岛链内外，由东风-26覆盖第二岛链，当两者联合发挥火力的时候，处于第三岛链的航母就无能为了。

　　6艘航母都是来给中国充当靶子的

　　分析认为，对于美军的6艘核动力航母联袂现身亚太，当然中国早已有成熟的应对战略，而且近年来东风-21D/26频频曝光，显示这一打航母体系已经成熟，已具备实战能力。但美军之所以有恃无恐，就在于近年已连续试验了“标准-6”反导拦截弹，而“标准-3”也大量部署在“阿里·伯克”级驱逐舰上，据说这两型导弹均具有对付中程反舰弹道导弹的能力。不过，东风-21D/26的设计均考虑了突破反导拦截的问题，再加上A2/AD战略并不是完全依赖反舰弹道导弹，所以，美军6艘航母部署亚太，实际上等于准备检验一下中国的决心。（作者署名：军评陈光文）

　　歼20机载雷达具备下斜视成像能力

　　最近网上出现中国合成孔径雷达研究报道，在报道之中可以看到中国相关单位在相关研究之中取得显著进展，解决了一系列关键技术问题，国产合成孔径雷达整体性能已经达到当今顶尖水平。

　　从报道之中可以看到中国相关单位攻克了一系列技术难关，先后解决了“歼10B和四代机火控雷达大斜视成像难题，无人机侦察SAR实时处理，导引头大斜视成像问题，以及高分三号SAR卫星的数据分析和舰船重聚焦成像等问题。并为宽带测控雷达研制了ISAR成像处理软件，获得了空天飞机X37B等空天飞行器高质量图像”。

　　笔者注意到这里有斜视这个关键词，表明国产机载合成孔径雷达已经具备斜视能力，传统合成孔径雷达原理是把雷达每次探测数据虚拟成一个天线阵元，然后再用数据处理系统把这些数据进行综合处理，合成一个大型天线阵列，从而这样就可以用较小天线获得较高分辨率，随着信息处理能力进步，现代合成孔径雷达已经拥有聚束探测模式，它通过聚焦某个区域，它可以进一步提高雷达探测精度。

　　不过传统合成孔径雷达存在两个缺点，从它的原理我们可以知道传统合成孔径雷达只能侧视目标，并且只能探测一个方向目标，对于机载雷达来说，尤其是战斗机来说，必须侧面对准目标才能进行探测，这样就容易把自己暴露给对方，受到攻击，并且探测到目标之后，也不能立即攻击目标，需要调头才能发起攻击，容易贻误战机，这个缺点也让合成孔径雷达无法用于导弹制导，另外它只能探测固定目标，不能探测运动目标，这样就限制雷达性能和使用范围，现代陆军机械化程度越来越高，相应战场机动目标越来越多，所以合成孔径雷达不能探测移动目标这个缺点显得日益突出。

　　在这种情况下，各国均致力于解决SAR雷达存在两大局限，首先发展斜视合成孔径雷达，斜视合成孔径雷达在一定角度上解决了雷达侧前方目标探测问题，提高雷达覆盖，信息实时性能得到提高，斜视合成孔径雷达进一步发展就是前视合成孔径雷达，从相关报道来看，中国相关单位已经突破下斜视合成孔径雷达技术，机载合成孔径雷达、火控雷达能够在更大范围之内对目标进行成像，提高对地探测能力和精确打击能力，尤其需要指出的是中国还突破导引头下斜视系统，这样可以为导弹配备合成孔径末制导雷达，合成孔径雷达与现有红外成像制导系统相比，全天候作战能力强，可以提高导弹全天侯攻击能力。

　　探测地面移动目标能力方面，合成孔径雷达以前会增加一个移动目标指示模式，探测地面机动目标，但是这个模式分辨率较低，所以出现了逆合成孔径雷达-ISAR，前面说过SAR雷达是移动雷达探测固定目标，而ISAR雷达顾名思义就是固定雷达探测移动目标，它的原理是通过对目标进行距离分辨和多普勒分辨，就可得到目标散射强度随位置分布，从而得到目标的像，这样就能对目标进行细节描绘，从而识别目标类型、属性等。从相关报道可以看到中国已经突破ISAR雷达技术，研制出宽带测绘雷达，对美国X-37B空天飞机进行了精确成像，可谓成果显著。
