为维护南海和平稳定，中国与东盟国家正在就制定“南海行为准则”共同努力。然而风平浪静的南海，却总有美国等域外国家“无风起浪”。
当地时间11月15日，出席东盟峰会系列会议的菲律宾总统杜特尔特敦促美国及其盟友停止在该地区的军事演习。他告诫美国，应该正视“南海已经在中国手中”的现实，制造摩擦只会破坏中国与邻国在解决南海争端上的努力。

据《海峡时报》报道，杜特尔特当天在峰会间隙对记者说：“南海已经在中国手中，那么你们为何还要制造摩擦……大力度的军事行动只会引起中国做出反应。”他补充：“中国就在那里，这是现实，美国与所有人都应该意识到这一点。”

杜特尔特当天再次表达了对中美关系紧张的担忧。他认为，如果南海爆发战争，“我的国家将首当其冲”，美国与菲律宾拥有共同防御条约，菲律宾将被置于危险境地。
杜特尔特还表示，南海冲突最好是通过中国与东盟国家间的谈判解决，美国及其盟友的“航行自由行动”只会通过展示武力来激化矛盾。
菲律宾今年是东盟与中国关系协调国。
杜特尔特当天重申，必须“不惜一切代价”加速推动东盟与中国完成“南海行为准则”的磋商。他提到，东盟与中国希望在3年内达成这一“行为准则”。杜特尔特15日还在一份声明中说，准则谈判的初始阶段取得稳步进展，有望在2019年之前完成准则初稿。
据美国有线电视新闻网（CNN）报道，就在杜特尔特发表这番言论前夕，美国国家安全顾问博尔顿刚刚表态称，美国准备在南海增加军力，并强化在该地区的巡逻力度。《海峡时报》15日还指出，美国副总统彭斯出席东盟峰会之际，包括“里根号”与“斯坦尼斯号”两艘美国航母正在菲律宾海域活动。
《菲律宾星报》评论认为，中国一直反对美国在南海的举动，指责美方危害中国主权和安全。杜特尔特的表态似乎是在呼应中国反对美国在南海地区军事活动。
上周，中国外交部发言人华春莹在谈到“南海行为准则”谈判时表示，在中国与包括菲律宾在内的东盟国家共同努力下，南海地区形势保持总体稳定，有关国家回到通过对话协商妥善处理分歧的正确轨道，“南海行为准则”案文磋商不断推进。
她强调，维护南海和平稳定符合地区国家共同利益，是地区国家共同愿望和责任。中方将继续与包括菲律宾在内的东盟国家一道，积极推进“准则”磋商和海上务实合作，巩固当前良好态势。

On November 15, local time, Philippine President Duterte, who attended the ASEAN summit meeting, urged the United States and its allies to stop military exercises in the region. He warned the United States that it should face up to the reality that "the South China Sea is already in the hands of China." Creating friction will only undermine China and its neighbors' efforts in resolving the dispute over the South China Sea.

According to the Straits Times, Duterte told reporters during the summit on the same day: "The South China Sea is already in the hands of China, so why do you want to create friction... The military action of great strength will only cause China to respond." Added: "China is there, this is the reality, the United States and everyone should be aware of this."

Duterte once again expressed concern about the tension between China and the United States. He believes that if the war breaks out in the South China Sea, "my country will bear the brunt." The United States and the Philippines have a common defense treaty, and the Philippines will be put in jeopardy.
Duterte also said that the conflict in the South China Sea is best resolved through negotiations between China and ASEAN countries. The "freedom of navigation" of the United States and its allies will only intensify contradictions by demonstrating force.
The Philippines is a coordinating country between ASEAN and China this year.
Duterte reiterated on the same day that it is necessary to accelerate the consultation of ASEAN and China on the completion of the "South China Sea Code of Conduct" at all costs. He mentioned that ASEAN and China hope to reach this "Code of Conduct" within three years. Duterte also said in a statement on the 15th that the initial phase of the negotiation of the guidelines has made steady progress and is expected to complete the first draft of the guidelines by 2019.
According to CNN, on the eve of Duterte’s remarks, US national security adviser Bolton just stated that the United States is preparing to increase its military strength in the South China Sea and strengthen its patrols in the region. The Straits Times also pointed out on the 15th that US Vice President Burns attended the ASEAN summit, including the two US aircraft carriers "Reagan" and "Stannis" in the Philippine waters.
The Philippine Star newspaper commented that China has always opposed the US actions in the South China Sea and accused the US of endangering China's sovereignty and security. Duterte’s statement seems to be echoing China’s opposition to US military activities in the South China Sea.
Last week, Chinese Foreign Ministry spokesperson Hua Chunying said in the "South China Sea Code of Conduct" negotiations that under the joint efforts of China and the ASEAN countries including the Philippines, the situation in the South China Sea region remained generally stable, and the countries concerned returned to dialogue. Negotiations and proper handling of the correct track of differences, the "South China Sea Code of Conduct" text negotiations continue to advance.
She emphasized that maintaining peace and stability in the South China Sea is in the common interest of the countries of the region and is the common aspiration and responsibility of the regional countries. China will continue to work with ASEAN countries including the Philippines to actively promote "guidelines" consultations and pragmatic cooperation at sea to consolidate the current good posture.
