Nope. It's all about location. With no rivers connecting eatrn Europe to atlantic, they were cut off from trade with the new world.
During ottoman's time, land route from china ensure eastern Europe remain vibrant economically. Venice, istanbul boomed because of the trade. But when trade transferred via ships, especially to the Americas, they lost out.

The Danube, starting in eastern europe, ends in the north baltic sea. From the north baltic sea, ships can travel to the Atlantic.

The Dnister River in the Bessarabia region of the Moldavia and Wallachia, empties into the Black Sea. It was conquered by the Ottoman Empire, who later on lost it to the Russian Empire in the 19th century. So Eastern Europe is not entirely cut off from the sea.

With regards to the Atlantic trade, this trade zone had very little economic value until the 1400s, when England, France and the Netherlands finally developed into significant economic trade hubs before the Age of Colonial Exploration. The Atlantic trade zone only took off from the 1500s, with the discovery of the Americas and African southern coasts. Before this era, it was economically better to be linked to the Med and Black Sea regions, where most of the economic activity of Europe and the Levant were. The predominant military force in the Med and Levant region, which were the Ottomans, basically fucked it all up because their rulers were far more interested in jihadist imperialism and slaughtering their own royal kin for the throne.
