If you blackmail someone for money, it constitutes a crime because you are extorting money by threatening him.
If you kidnap someone for a ransom, it constitutes a crime because you are extorting money by threatening to harm the kidnapped person.
But if you tell someone that you will reveal some of his dirty secrets unless he does 20 jumping jacks in public, does this constitute a crime?

There is no bodily harm threatened, the dirty secrets are true and not fabricated, there is no money being extorted, no one is being held hostage against his will.

Can some legal minds or those with knowledge or interest in the law please comment?

Your 3rd scenario constitute more of a dare rather than a crime. Even if you report to the police, they may not even take you seriously. If the secret is so dirty , the affected person mostly would be in a position to offer anyone (financially or otherwise) to shut their glib.

Even if the dirty secrets are like adultery or keeping a mistress, the magnitude of the matter is not seriousl enough to warrant attention.
