Is So-called PM of Singapore also responsible for the voters' resentment ?

MBT , WKS, and Transport Lim all step down as ministers because people say they were not performing well causing huge unhappiness among the voters .

Now, the question is this---who appointed them as ministers? And did these Ministers consult the PM of Singapore before the policies were doled out ?

Now that Tharma is deputy PM, can he deliver policies without the PM’s approval ?

If these ministers work under the PM and form policies for the people with the consent of PM , is the PM of singapore also accountable for the unhappiness ?

The whole thing looks funny, I don’t know what to say !
