Russia and North Korea may both hate the USA et al, but they don't love each other either. China, Russia, North Korea, no one trusts each other, everyone is making use of each other. The enemy of my enemy is my temporary useful ally. Such is the truth of international politics, ie. realpolitik.

Russian coast guards frequently detain North Korean fishermen in the Far East, many of whom use rudimentary wooden boats. Many of them are sentenced to prison in Russia.

In a way it is very true. All the declared nuclear powers are showing off their nukes like dicks to see whose is bigger and performs better and also lasts longer.
