Moscow and Beijing have inked an intergovernmental agreement to switch to national currencies in bilateral trade and boost cross-currency settlements up to 50 percent as they ramp up efforts to move away from the US dollar.
The document was signed by Russian Finance Minister Anton Siluanov and the head of the People’s Bank of China, Yi Gang, earlier in June, Izvestia reports.
Moscow and Beijing are currently developing new mechanisms of cross-border payments between Russian and Chinese businesses, the newspaper said, citing a letter from Deputy Finance Minister Sergey Storchak to Anatoly Aksakov, the head of the financial market committee of the State Duma (lower chamber of Russia’s parliament). The two sides may settle payment gateways between their domestic alternatives to the traditional SWIFT system, Russia’s System for Transfer of Financial Messages (SPFS) and China’s Cross-Border Inter-Bank Payments System (CIPS).

The two countries will have to develop ruble and yuan financial instruments to boost cross-currency trade and mitigate risks of exchange rate fluctuations, according to Aksakov. He added that in the coming years, the share of settlements in national currencies between Russia and China could increase fivefold – from 10 to 50 percent.
The mechanism of payments in national currencies is set to be developed by next year. At first, major companies with state participation from sectors such as energy and agriculture will switch to it. The yuan-ruble payments will also be made on existing contracts which stipulate settlement in dollars.

China is Russia’s largest trading partner, with bilateral trade exceeding $107 billion. The two sides are also planning to double the current trade volume in the next few years.

Foreign banks willing to join Russia’s alternative to SWIFT

Banks based in several states are planning to participate in the Russian-developed money transfer network that serves as an alternative to the traditional SWIFT system, according to the head of the Central Bank of Russia (CBR).
“It is open for external connection, we are developing it for our trade partners if they want to join. This work is already ongoing and banks of several countries are going to join, test connections already exist,” Elvira Nabiullina said at the first EU-Russia Student Conference in Moscow on Saturday. “We think it will be developing.”
Moscow started working on its own payment service, which is dubbed the SPFS (System for Transfer of Financial Messages), amid threats that it could be disconnected from the internationally recognized SWIFT (Society for Worldwide Interbank Financial Telecommunication) system back in 2014.

The CBR governor said the Russian alternative network operates the same standards as SWIFT. It’s convenient for those joining it as they do not have to change their internal mechanisms. Moreover, not just banks but also large businesses can join directly and some have already done so, she added.
Meanwhile, the SPFS is being already used in Russia, where 18 percent of money transfers are going through it. Banks can therefore choose what system they want to use and “quickly switch” in case of any risks, according to Nabiullina.

Earlier this year, Russia’s central bank announced that the country’s alternative to SWIFT had made“significant progress” as it already complies with international standards and foreign players can be integrated in it. In April, the regulator said it had signed agreements with two non-residents and was holding talks with five more. Joining the network allows foreign players to bypass Western sanctions, enabling them to cooperate with Russian companies hit by the restrictions.
Domestically, some 500 participants, including major Russian financial institutions and companies, have already joined the SPFS network.

据日本共同社28日报道，特朗普在会谈开始时向安倍表示，“我们将协商有关贸易问题、军事安保，以及（希望日本）多采购武器装备等议题”。
两人针对伊朗局势、朝鲜半岛无核化、朝鲜绑架日本人、美朝重启对话、实现日韩领袖会谈的可能性、美日贸易谈判等议题交换意见，是否提及特朗普表示不满的《美日安保条约》仍未知。

安倍在会谈开始时表示，“领袖频繁互访是坚固的美日同盟的铁证”，特朗普则感谢了日本汽车制造商等企业在美国密歇根州、俄亥俄州的投资。

特朗普近来针对美国的同盟国一再强调美国负担过大，不公平，且试图将贸易问题及安保问题捆绑在一起。
特朗普出发前还向美媒表示对《美日安保条约》感到不满，认为美国负担大，安保条约不公平，美国若遭到攻击，日本无需救助，他们能做的只是看着索尼（SONY）电视看热闹。

特朗普27日晚间在大阪与澳大利亚总理莫里森会谈时又强调，“我们照顾着同盟国”，“我继承了与同盟国之间的巨额贸易逆差，还要协助同盟国的军队”等，透露出协防同盟国的强烈不满。
据报道，身为G20东道主的安倍在与特朗普的会谈上将要求特朗普协助，希望能在G20闭幕时发出团结解决世界经济课题，促进世界经济持续增长的强有力信息。
据悉，美日政府已大致决定，美日贸易谈判将在日本7月参院选举后拿出成果，将由经济财政再生大臣茂木敏充以及美国贸易代表莱特希泽加速谈判，有关农产品及工业产品的关税是主要讨论的焦点。
安倍4月访美，特朗普5月访日，这次是美日领袖3个月内第3次的会谈，十分罕见。特朗普此行还有女儿伊万卡、女婿库什纳陪同。

Spanish media outlets have reacted angrily to an apparent snub of Prime Minister Pedro Sanchez by President Donald Trump as the pair met at the G20 meeting in Osaka, Japan.
The incident occurred as Trump entered a meeting of G20 leaders and walked past Sanchez, who was preparing to take his seat.
The left-wing prime minister turned to greet the president, but Trump barely broke his stride before pointing Sanchez back to his seat and walking on. The president said something to the prime minister as he did so, but it was not clear what.
Sanchez then took his seat with a sheepish grin as Trump moved away towards his own seat.
The video quickly spread online, with Spanish publications interpreting the exchange as a snub of the prime minister. El Pais—the second most-read daily in the country—described the president as "mocking" Sanchez. El Periodico said Trump's gesture was "ugly."

Diario Patriota, an online news outlet, recalled an earlier awkward moment between the two leaders last Summer at the NATO summit in Brussels. The website said Trump had "humiliated" the prime minister, "barely looked" at him and "forced himself" to answer the Spaniard's greeting.
The prime minister is the leader of the Spanish Socialist Workers' Party, which pursues progressive center-left policies. Upon arriving in Osaka, Sanchez tweeted that the meeting is "a great opportunity for world leaders to take action on climate change, advance gender equality and manage globalization for the benefit of all."
It is only the first day of the meeting, but Trump is—true to form—already making diplomatic waves. He appeared alongside Russian President Vladimir Putin at the start of the summit, cracking jokes with the strongman leader despite reports linking his electoral victory to Kremlin disinformation and the geopolitical tensions between Moscow and Washington.
At one point, a reporter asked Trump if he would warn Putin not to interfere in the next presidential election, given allegations that Moscow directed a hacking and disinformation campaign to undermine the Democratic Party and help Trump into the Oval Office.

It’s been mere hours since the meeting of the Group of 20 (G20) leaders kicked off in Japan, but awkward interactions between the world’s most powerful people have already started coming in.
Ahead of one of the G20 sessions in Osaka, US President Donald Trump appeared to have abruptly cut a brief chat with Spanish Prime Minister Pedro Sanchez.
After a greeting, Trump was filmed pointing his finger at Sanchez’s seat before striding further toward his own seat. Sanchez obeyed the ‘instruction’, putting a smile on his face.

Although the POTUS might have thought this was a bad time for a conversation, or perhaps was unwilling to stand in the way of other politicians and their aides passing by, his gesture was still interpreted as offensive by some observers in Spain.
El Pais, one of the country’s biggest dailies, described it as “mocking” while El Periodico called it “ugly”. Diario Patriota, a popular online media outlet, reported that Trump had “humiliated” Sanchez and recalled that at a NATO summit last July, he “barely looked” in Sanchez’s face and “forced himself” to answer his greeting.
