Many of these pinoy policemen have their own 'extra' guns, which they use for 'private work' (read = for assination).

So, even when their bosses sign over the masking tape it would make no difference, as they could use their other guns for the new year celebrations and for their private work.

The tape is there so that when they return for duty the next day, it should still be intact unless they have a valid reason. If it's not, someone's in deep shit.

With just a few days to go before New Year's Day, Metro Manila police reminded security guards against firing their service firearms to welcome the New Year.

Radio dzBB’s Nimfa Ravelo reported on Wednesday that Metro Manila police chief Director Nicanor Bartolome warned security agencies about harsh penalties if their personnel welcome the New Year with gunshots.

Bartolome cited reports reaching him indicating that security guards accounted for many cases of indiscriminate firing in past New Year's Day revelry.

He also reminded the public to be vigilant and to report cases of indiscriminate firing to the police.

The identities of informants and witnesses will be kept confidential, he assured.

On Monday, Bartolome personally led the sealing of the firearm muzzles of police personnel in Metro Manila to remind them not to fire their guns in welcoming the New Year.

He warned police personnel of severe administrative sanctions if they are caught firing their weapons.

“Ginawa natin ito as a reminder sa pulis natin na yung policy na ito hindi dapat i-violate. (Pero) pwede gamitin sa pagresponde sa criminal acts," Bartolome had said in an interview on dzBB radio Monday.

(We are doing this as a reminder of our policy that the firearms should not be used as part of revelry. But the firearms can be used to respond to criminal acts.)

He said the sealing of the muzzles is in compliance with Philippine National Police chief Director General Raul Bacalzo’s order to policemen against indiscriminate firing during the New Year.

Bartolome explained that the tape will not hamper the firing mechanism of the firearms if police personnel need to use them to neutralize criminals. – VVP, GMANews.TV
