My point illustrated perfectly. A small amount of damage because she was riding a PMD.

If that lady was driving a car there would be far more damage. Not only would more glass panels have been broken but several people could have been killed as well.

If that driver had been riding a PMD both mother and child would have a far better chance of escaping serious injury even if they were hit.
