Including one minister (forgot who) who said that rising COEs did not matter, as they affected only those who were buying cars, that the rest of the population should not matter. And that was a couple of years ago.

Today, they tweaking it all over the place, including the latest proposal that commercial vehicles have separate COE category from the heavy vehicles.
