It's stating the obvious. How can a school be BAD?
Can anyone in any country in this world call an educational institution a BAD school?
Did the minister specify what is NOT a GOOD school or why some schools are much more than JUST GOOD.
Subjective categorisation of a continuum with no qualified markers is sheer absurdity.
