State laws in jiu hu will insist chief ministers to advise the monarch on religious matters.so chief minister must be a muslim for those state with a monarchy. But not necessary for states such as penang, malacca, sabah and sarawak which does not have one. And is not a condition to be prime minister which is open to all.
If there is a chinese non muslim, who can communicate effectively in malay, and comes out with a good policy, i am sure malays will back him as PM. But the stumbling block is, most chinese cannot speak malay properly and thus cannot get the trust of most voters.
