If a mentally-insane person commits sinful acts, will he still suffer bad karma?

FYI I am not a buddhist, but i do believe a little of karma thing. In his case I think he has already suffered this life as a mentally insaned person, so most likely whatever sinful thing he do now should no longer be punished by Karma. As just a mentally illed person would not be charged in court for certain crimes.

But some people say from Taoism or Buddhism point of view, is some house Deities that watch over humans every year then on certain days of the year go back to heaven to report to Jade Emperor whether this person commited kind acts or wicked acts in that year but will the house Deity be able to tell that the mentally-disturbed person that committed the wicked act is under an unsound mind at that point of time and hence should be forgiven and not punished with further retribution??

Example some OCD or Schizo sufferers look very normal from their appearance, will the deity be able to tell the person is actually mentally-unsound when he commited those sinful acts??
