【星島日報報道】兩名馬伕涉嫌於2016年至2017年與數名警員串謀而被廉政公署揭發,警員協議事先告知馬伕突擊掃蕩行動的日期,馬伕便會安排指定數目的妓女被警方拘捕以作「交差」,其中一名馬伕更被揭完成性交易後會從性工作者手上收取佣金。首被告被控依靠他人賣淫的收入為生罪,兩名被告同被控兩項串謀妨礙司法公正罪。首被告承認所有控罪,並將會錄口供協助廉署進一步調查,辯方暫時保留求情,次被告暫時毋須答辯,以待索取控方文件及法律意見,兩人的案件押後至8月7日再訊。
34歲首被告章逸星在港任職食肆水吧,57歲次被告陳肇其則於深圳任職髮型師。首被告被控依靠他人賣淫的收入為生罪,控罪指章於2016年5月至2017年12月期間,在香港明知而完全或部分依靠他人賣淫的收入為生。兩名被告同被控兩項串謀妨礙司法公正罪。首被告現獲准以現金5萬元保釋外出,次被告則獲准以現金3萬元保釋外出。
案情指警方於2016年至2017年與入境處於灣仔富士大廈及合宜大廈,針對持旅行證件在港賣淫的內地女子,進行「一樓一鳳」掃蕩行動。警員會假扮客人到訪鳳樓,如確實應門女子並非香港居民時便會控以「違反逗留條件罪」而拘捕更或被起訴。
兩名負責放蛇的廉署人員於2017年12月18日晚上到富士大廈光顧兩間鳳樓,並支付廉署事先登記的12張100元鈔票予妓女,而首被告被捕時被發現口袋中有上述鈔票其中5張。首被告被捕後在警誡下承認他會租用富士大廈及合宜大廈本地妓女的5間房間,安排內地女子在該處提供索價480元至500元的性服務,首被告便會從收取100元至150元。
首被告於警誡下亦承認一名不知名男警員在2016年5月因掃蕩行動徒勞無功後不忿而接觸他,二人商討後首被告决定遵從該警員指示,該警員每逢掃蕩行動進行前便會以電話或微信通知首被告行動日期,首被告、次被告及另外5名淫媒便會每次提供4至5名妓女被警方拘捕。而該不知名警員介紹警員李家豪及陳振銘二人與首被告繼續合作,而李亦向陳建議如淫媒拒絕交出妓女便會採取更嚴厲的警方執法行動,上述三名警員在未經許可或報告的情況下與鳳樓經營者接觸,或透露警方行動的詳情。

[Sing Tao Daily reported] Two horses were arrested by the ICAC for conspiring with several police officers from 2016 to 2017. The police officer agreed in advance to inform the date of the raid on the horse, and the horse will arrange a designated number of prostitutes. He was arrested by the police for "crossing". One of the horses was also found to have received a commission from a sex worker after completing the sex transaction. The first defendant was accused of relying on the income of another person to commit a crime of sin, and the two defendants were charged with two counts of conspiracy to obstruct justice. The 34-year-old defendant, Zhang Yixing, worked in Hong Kong as a restaurant. The 57-year-old defendant, Chen Yuqi, worked as a hair stylist in Shenzhen. The first defendant was accused of relying on the income of another person to commit a crime of sin. The accused guilty from May 2016 to December 2017, earning a living in Hong Kong knowingly and wholly or partly relying on the prostitution of others. The two defendants were charged with two counts of conspiracy to obstruct justice. The first defendant is now allowed to be released on bail of 50,000 yuan in cash, and the second defendant is allowed to be released on bail of 30,000 yuan in cash.
The case refers to the "first floor and one phoenix" sweeping operation of Mainland women who are in Hong Kong for prostitution in Hong Kong from Wan Chai Fuji Building and He Yi Building from 2016 to 2017. Police officers will pretend to be visiting the Feng Building. If the woman is not a Hong Kong resident, she will be arrested or charged with "violation of the conditions of stay".
Two ICAC officers responsible for releasing snakes visited two phoenix buildings at Fuji Tower on the evening of December 18, 2017, and paid 12 IC banknotes registered in advance by the ICAC to prostitutes. The first defendant was found in the pocket when he was arrested. There are 5 of the above banknotes. After being arrested, the first defendant admitted that he would rent 5 rooms of the local prostitutes of the Fuji Building and the Yiyi Building to arrange for the mainland women to provide sex services ranging from $480 to $500. The first defendant would receive $100 from the first defendant. To 150 yuan.
The first defendant also admitted that an unidentified male police officer had contacted him in May 2016 because he was in vain after the raid.
