Jalan Besar GRC to get $460m upgrade
Five-year masterplan aims to strengthen identity and forge town spirit

JALAN Besar is set to benefit from $460 million worth of projects which will make the five-member group representation constituency a better home for residents.

Themed 'My Home in the City', the GRC's five-year masterplan was unveiled at an exhibition beside the Boon Keng MRT Station yesterday.

On the cards are upgraded facilities and increased links and focal points within the estate to strengthen the town's identity and bonds among residents.

Minister for the Environment and Water Resources Yaacob Ibrahim, an MP for Jalan Besar GRC, said: 'It's about having a home in the city. We will link up the various heritage points, and we are blessed with the Downtown Line that will cut across the entire GRC. Therefore we will build our plans around those elements.'

Eleven stations on the Downtown Line are located within the GRC and are slated for completion in three stages by 2016.

The GRC is also set to get six projects under the nationwide Active, Beautiful and Clean Waters programme, which integrates waterways with the living environment. These include floating decks, waterwheels and a floating bazaar.

The new masterplan builds on an earlier one five years ago worth $600 million, which brought more communal gardens, park connectors, covered walkways, playgrounds, drop-off porches and upgrading for hawker centres and HDB flats.

Said Dr Yaacob: 'It is important to remind residents that whatever we have promised, we have delivered, and we will continue to deliver on what we have promised.'

To encourage senior citizens to lead an active lifestyle, and bonding between different generations, one-stop exercise parks, called 3-Generation Wellness Parks, will be built within playgrounds.

More activity spaces will be built to encourage residents to interact. Said Jalan Besar Town Council chairman Denise Phua, who is MP for the Kampong Glam ward in the GRC: 'Physical facilities are one thing, but what is more important is to forge a town spirit, where everyone is gracious and responsible.'

Residents at the exhibition were excited about the plans. Ms Joanna Lee, 46, a project coordinator, is looking forward to the Home Improvement Programme which will repair spalling concrete and structural cracks, and provide optional upgrades of bathrooms and grille gates.

Jalan Besar GRC is the second constituency to unveil its new five-year plan, after Aljunied GRC. At least five more constituencies are set to announce their plans in the following weeks.

In many countries, they have midterm elections ( mayors, city councilors and districts manager ) after the national elections.

and so pork barrel policies every 2 years.
