can't help but notice that some things doesn't change...
faster, cheaper & better doesn't come as a complete package, the last i've heard:
faster & cheaper can't be better
cheaper & better can't be faster
better & faster can't be cheaper
then why do tenders still require the lowest bid?

actually the biggest problem come from decision makers.

if you ask those civil serpents, they would like to recommend 2nd lowest or 3rd lowest etc, but ...most of the time...

they kenna query- ask for justification, ask for reasoning...write papers, papers get revised, amended, ding dong ding dong...after a while, also sian lah.

what ever about the SAP & Oracle? isn't that the same every where?
