They pay local HR companies to fulfill job functions but the jobs went to foreigners, so you can even find Pinoys, Malaysians, PRCs even in Finance and HR roles of stat boards and govt sectors now.

SINGAPORE - A Hwa Chong Institution (HCI) teacher appeared in court on Friday (Jan 4) to face drug-related charges, including methamphetamine consumption.
Briton Christopher David Burge, 65, was first charged on Sept 22 last year.
The humanities tutor is accused of attempting to possess five packets of a crystalline substance between Sept 14 and 19 last year. These were later found to contain at least 3.6g of methamphetamine.

The humanities teacher is also accused of consuming the drug on Sept 20 last year.

He was allegedly found with drug paraphernalia including a glass apparatus with a straw and a pipe attached in Linden Drive near Eng Neo Avenue at around 11.20pm that day.

Burge is also said to have in his possession at least 6.12g of a vegetable matter which was analysed and found to contain 5-Fluoro-MDMB-PINACA - a substance found in synthetic cannabinoids.

On Friday, the court heard that it will take four more weeks to prepare his medical report.
Burge is not the first teacher to be in the news for drug-related offences.

Last year, Khairul Naim Mohamad Nasir, then 20, was sentenced to probation of two years and three months after buying methamphetamine for his secondary school teacher, Celesta Ee Qiying.

The court heard that she had confided in him in 2016 about her methamphetamine consumption. She also told Khairul her supplier was charging too much for the drug.
She later gave him $200 to buy methamphetamine, also known as Ice. The outcome of Ee’s case was not mentioned in court documents.
As for Burge, he is now out on bail of $10,000 and will be back in court on Feb 1.

Responding to queries from The Straits Times, HCI said that Burge has been suspended since September last year.
“As the matter is before the courts, we are unable to provide further details,” a school spokesman added.
Offenders convicted of methamphetamine consumption can be jailed for up to 10 years and fined up to $20,000.
Those convicted of being in possession of drug paraphernalia can be jailed for up to three years and fined up to $10,000.

A foreign teacher from UK, Christopher David Burge, was charged in September last year and returned back to court today (4 Jan), where his defence lawyer said it would take four more weeks for a psychiatric report to be issued.
He was charged for taking methamphetamine, otherwise known as "Ice" as well as trying to procure the drug and having drug utensils.
Burge teaches humanity courses at Hwa Chong Institute. The school, which is formed from the merger between Chinese High School and Hwa Chong Junior College (HCJC), has produced many scholars who went on to become top SAF generals and PAP politicians:

Burge is accused of taking "Ice" sometime before late September last year. He also allegedly tried to obtain five packets containing crystalline substances that were found to contain 3.6g of meth.
Drug utensils were allegedly found in his possession, including three glass pipes and a glass apparatus with a straw and glass pipe attached.
He is also accused of having a packet of vegetable matter that contained synthetic cannabis.
Burge is out on bail of S$10,000 and will return to court next month.

Julia Bohl, 23, was charged for carrying over 600 grams of cannabis two weeks ago. Under Singapore law, facing the gallows is mandatory for trafficking 500 grams or more.
However, a chemist's analysis revealed that the block of vegetable matter she was carrying only contained 281 grams, leaving Bohl still facing up to 20 years in prison.


The Julia Bohl case
Julia Bohl, a young German, was caught in 2002 with cannabis (also known as marijuana) and small quantities of synthetic drugs. When she was first charged, she was accused of trafficking in 687 grams of cannabis, as can be seen from the Straits Times story of 22 March 2002:
A student who has lived in Singapore for several years, Bohl is charged with possessing 687 grams (24 ounces) of marijuana "for the purpose of trafficking."
The volume exceeds the 500-gram minimum required for the mandatory death penalty, which is carried out by hanging, according to the Central Narcotics Bureau, which made the arrests.
Her case attracted huge interest in Germany, and enormous pressure was applied by the German government on Singapore, though this facet was not much reported in the local media.
A week or so later, the quantity was changed. As reported by CNN on 28 March 2002:

The huge change left many people incredulous. It was explained that 687 was the gross weight of the material seized, but it was only equivalent to 281 grams of cannabis in its pure form.
The law itself is not clear on this. Schedule 2 of the Misuse of Drugs Act, Line 5 (6) (b), specifies death as the penalty for "Unauthorised traffic in cannabis where the quantity is more than 500 grammes", but it doesn't say anything about gross weight or "pure" weight.
Bohl was sentenced to 5 years' imprisonment. After serving 3 years, with 2 years deducted for good behaviour, she was released in July 2005 and promptly sent back to Germany.
