据观察者网16日报道,美国总统特朗普在行政令中向商务部赋权,允许后者禁止美国公司购买“外国敌人”生产的电信设备、技术。随后,美国商务部表示,计划将华为以及其70个分支机构列入“实体清单”,即禁止华为向美国公司供应商进行采购。
对此,中国外交部发言人陆慷回应称,中方坚决反对任何国家根据自己的国内法对中国的实体实施单边制裁。“我们也反对泛国家安全概念,滥用出口管制措施。”
路透社指出,美国意欲缩减针对华为限制,主要是为了美国国内那些购买和使用华为设备的公司,让他们能够继续保持通讯网络和设备的稳定性。其中就包括部分来自俄怀明和俄勒冈州的公司,因为他们大量使用来自华为的设备,来提供网络连接和手机通信服务。
路透社援引一名美国商务部发言人言论称:“此举是为了防止现有网络运营和设备的中断。”
而前商务部官员凯文·沃尔夫(kevin Wolf)表示:“这是为了防止使用华为设备的‘非华为实体’蒙受连带损失。”

美国自去年起“封堵”华为后,代表这些中小电信商的美国“农村无线网络协会(RAW)”曾向美国政府写信称,由于华为设备价廉物美,上述企业已经产生依赖,如果美国政府执意要求更换供应商,需要提供补助。
而根据观察者网此前报道,美国最大电信公司之一的美国电话电报公司(AT&T Inc。, T, 简称AT&T)在墨西哥运营无线网络时,使用的正是华为的设备,其公司高管还曾夸赞华为设备性价比高、质量好,“非常出色”。
除了美国农村地区的中小电信商可能蒙受损失以外,华为美方供应商的股价也闻讯下跌。据观察者网17日报道,华为的光学元件供应商NeoPhotonic当日暴跌20.63%,创4年最大跌幅。而另一家华为光学元件供应商Lumentum跳空低开,深跌11.54%,报50.2美元/股,创6个月来最低跌幅。
