Jakarta (AFP) - Indonesia's anti-drugs agency has proposed building a prison on an island guarded by crocodiles to hold death row drug convicts, an official said Monday, an idea that would not be out of place in a James Bond film.

The proposal is the pet project of anti-drugs chief Budi Waseso, who plans to visit various parts of the archipelago in his search for fierce reptiles to guard the jail.

"We will place as many crocodiles as we can there. I will search for the most ferocious type of crocodile," he was quoted as saying by local news website Tempo.


Waseso said that crocodiles would be better at preventing drug traffickers from escaping prison as they could not be bribed - unlike human guards.

But he is banking on the convicts lacking Roger Moore's crocodile-running skills showcased in Bond movie "Live and Let Die" when he escapes from an island using the reptiles as stepping stones.

"You can't bribe crocodiles. You can't convince them to let inmates escape."

The plan is still in the early stages, and neither the location or potential opening date of the jail have been decided.

Indonesia already has some of the toughest anti-narcotics laws in the world, including death by firing squad for traffickers, and sparked international uproar in April when it put to death seven foreign drug convicts.

But President Joko Widodo has insisted that drug dealers must face death as the country is fighting a "national emergency" due to rising narcotics use.

Despite the harsh laws, Indonesia's corrupt prison system is awash with drugs, and inmates and jail officials are regularly arrested for narcotics offences.

Anti-drugs agency spokesman Slamet Pribadi confirmed authorities were mulling the plan to build "a special prison for death row convicts".

He said only traffickers would be kept in the jail, to stop them from mixing with other prisoners and potentially recruiting them to drug gangs.

The agency is currently in discussions with the justice ministry about the plan, he added.

The plan is part of the country's wide-ranging proposals to combat corruption as well as extreme measures of dealing with those that break drugs laws.

The drug tsar explained: “We will place as many crocodiles as we can there. I will search for the most ferocious type of crocodile.

"We will keep sending the prisoners food supplies every day. But they have to survive on their own.

"If a drug dealer were to be mauled by crocodiles, it is not a human rights violation, unlike if the person was shot and killed by authorities, as we can be blamed for violating human rights."

The prison plan is still in the early stages and the location of the jail has yet to be decided.

It is hoped that by separating the drug convicts from regular prisoners, the country could block a major avenue of the illegal trade.

Indonesia already has the toughest anti-drug laws in the world, including death by firing squad for traffickers.

The country sparked international outrage earlier this year when it executed seven foreign drug convicts including Australians Andrew Chan and Myuran Sukumaran.


Despite the brutal crackdown, Indonesia’s prison system is still flooded with drugs.

Inmates and jail officials are regularly arrested for narcotics offences and president Joko Widodo recently said the country was fighting a “national emergency” with drug use.

Last week, the police chief hit the headlines for another extreme proposal of dealing with convicted drug traffickers.

He set out plans to have drug traffickers eat their drugs as punishment and to have them die by self-inflicted overdose.

He said: “It’s better if the traffickers get rid of the drugs. They can eat the drugs so they’ll regret their actions. Their actions destroy the young generation.

“So if a trafficker is caught with tens of kilograms of drugs, make him eat all of it. There’ll be no need for the death penalty because he will certainly die from consuming all of his drugs.”
