How to migrate to Taiwan?

Yes they do. You can either invest, work or married a local to get taiwanese residency. Taiwanese passport is not very convenient for travelling as they are not recognized by many countries as an independent state.

FYI, the capable or rich taiwanese prefer to hold a green card in the US. Not sure if you can withdraw your CPF if you become a Taiwanese as Singapore does not recognized an independent Taiwan.
 
Yes, Taiwan accepts immigrants like most other countries. You can print and fill out the attached application form and return the application form to the Taipei Representative Office.

If you have no relatives or ties with the KMT, you can immigrate under the Professionals or Investment Immigrants category.

If you are a professor, associate professor, assistant professor in a university, you will also qualify.

If you have no professional or trade qualifications and no money for investment in Taiwan but are good in sports, you will also qualify.

To qualify under the sports category, you need:
1) to be ranked in top three of an Olympic Game.
2) be a gold medalist in any Asian Sport Competitions.
3) have coached a national sports team in the Olympic Game whose members have been ranked among the top five.
4) have been ranked among the top three in the Asian Sport Competitions.

Also, achievements in S-League will also qualify
