How to criminally charge a mentally ill Singaporean man who likes to capture video evidence of other men showering and/or only wearing a towel?

I have recently observed a mentally ill Singaporean man who likes to take video evidence of other men showering and/or other men only wearing towels around their lower bodies in a particular unnamed swimming pool.

Under what criminal laws do I report him to the Singaporean Police?

You can charge him like you do to a normal person. His mental illness will serve as a defence to your charge. That is about all.
