How to build an oil pipeline from Singapore to Thailand? If Malaysia refuses to give access to its territory?

Assume Singapore found oil and Thailand needs oil from Singapore and Singapore needs to deliver this oil to Thailand by building a stretch of oil pipeline from Singapore to Thailand.....passing through Malaysia.

But Malaysia refuses to have any involvement in this.....

Any hypothetical solution?
