Actually hor,,it seems the gate is for vehicles and machinery to go in to maintain the greens or do other maintenance stuff. They also dont wan to anyhowly let other vehicles to go in and damage stuff,,,that seems to be the logic,,but hor with todays new gate designs,,,can open 1/2 the gate for pedestrians,,and when need veh to go through,,,open the other half lah,,.

On the contrary it is meant to block vehicles from entering. People can just walk round the fence. The question is why do they want to block vehicles? Maybe as TS suggested - to create wealth for some elites?
