An online campaign has been launched to urge mainland Chinese parents to take their children to Hong Kong next week and let them urinate in the streets to familiarise locals with "natural functions".

The idea came as state media weighed in on the row over a toddler photographed being allowed to relieve himself on a busy Mong Kok street, saying that both the youngster's parents and those who objected needed to "raise their level of civilisation".

"Bring children to Hong Kong and let them urinate in Hong Kong's streets. Let's see who will come and take photos. They will see it as natural after they have been familiarised with the act," user Haijiao No68 wrote on popular mainland forum Tianya.

In a commentary published in its overseas edition, the People’s Daily questioned whether the bystanders who captured the young boy’s act on camera had acted properly, while calling for a need for “mutual civilisation and understanding” between tourists and Hongkongers.

The row erupted after a video and images of the toddler urinating on Sai Yeung Choi Street appeared on social media this week. The images have drawn more than a million comments and reposts on Weibo alone, and reignited the debate over the behaviour of mainland tourists in Hong Kong on other platforms including Facebook and Twitter.

It was seen as the latest example of the culture clash between Hong Kong people and the flood of mainland visitors that has triggered anti-mainlander protests in the city.

Haijiao No 68 urged mainlanders to use the May 1 public holiday to "familiarise Hong Kong people" with human functions.

"Mainlanders are the dads and mums of Hongkongers. Without us, can Hong Kong live care free?" the post asked.

The People's Daily said that with 30 million mainlanders visiting Hong Kong last year, it was inevitable that some "would not act up to modern standards".

“It is an act of civilisation to understand others’ difficulties,” it read. “No one occupies the moral high ground of civilisation."

It described the toilet incident as "just trivia in society, which could have been easily blown away with the wind", but said that when scuffles and regional discrimination come into play, it highlighted a wider problem.

"Both the tourists and [the people at] the destination need to raise their level of civilisation to get along with each other," it said.

The editorial followed an opinion piece in the Global Times the previous day, which said that the couple who took the pictures were “more uncivilised” than the family allowing the child to go to the toilet by the roadside.

"Those locals cannot face the fact that the difference between the pace of development of Hong Kong and mainland coastal cities is rapidly diminishing… their attitudes have been distorted, losing patience towards the mainland Chinese,” the state-run newspaper said.

In the video, the mother was seen telling the crowd of onlookers: "The child was going to pee in his pants, what do you want me to do?" before a scuffle broke out and the parents attempted to snatch the memory card from the young man's camera.

The husband and wife were arrested on suspicion of theft and assault following the incident. She was bailed while he was released unconditionally.

Hong Kong's Public Cleansing and Prevention of Nuisances Regulation prohibits those in charge of a child under 12 from permitting the child, without reasonable excuse, "to obey the call of nature in any public street". Violators face a HK$2,000 fine.
