难以想象，都是某些医生在接诊患者时的营销话术。
近日，深圳龙岗警方打掉了一起涉医诈骗犯罪团伙，“莆田系医院”“网络医托”等字眼再次引发社会关注。

“网络医托”窝点被曝光 背后隐藏莆田系医疗诈骗黑幕
4月25日，深圳龙岗警方官方公众号“深圳龙岗警营”详细披露犯罪事实及经过。
据警方提供的资料，涉事公司名为深圳市山水医疗投资有限公司（以下简称“山水医疗”），负责人苏某某。
苏某某等人均系福建莆田人，除投资山水医疗外，还持有昆明安定精神病医院（以下简称“昆明安定医院”）股份，同时承包了长沙、广州的两家医院精神科。

诈骗团伙利用百度竞价排名，吸引患者到伪造的“三甲医院”网站进行咨询，之后利用事先编制好的话术，诱骗患者去往昆明安定医院、长沙医院精神科等就诊，费用通常为正规医院十倍左右。
据“深圳龙岗警营”公众号介绍，警方在检查现场发现，墙上贴满了“大干100天，升职加薪”“每天奋斗一点成功更近一步”等极具传销风格的标语；桌面上的营销话术本更是引起了民警的注意：
“我是胡主任医生，你的病情较严重，必须马上到医院治疗。”
“我们医院是治疗你这种病的权威医院，有名医和专家接诊。”
难以想象，医生接诊竟然有专门的话术。这是一家工作人员冒充医生推销的野鸡医院，是一个典型的“网络医托”窝点。警方循线追踪，发现背后隐藏着一个更大的莆田系医疗诈骗黑幕！
莆田健康产业总会发声明：要求6000余家医院立即自查自纠
4月27日，莆田健康产业总会对警方发布的文章进行回应称：“我会全体会员务必以此为戒，进一步加强内部管理，立即安排自查自纠；全体会员务必共同推动民营医疗品牌的树立，配合国家医改的全面成功，让患者认可、让政府放心！”

莆田健康产业总会郑重声明：
一、即日起三个月内成立行业自律机构，专门负责行业自律工作；
二、针对行业乱象建立预警通报、自查自纠、整改反馈机制，并面向社会设立公开的监督举报电话；
三、对内部会员严格监督管理，设立黑名单制度，严肃处理违规会员，正式确立训诫、通报批评、公开谴责、取消会员资格等处分种类；
四、配合患者、政府、媒体、律师等对违法违规行为进行调查处理、社会监督和依法维权；
五、我会也呼吁相关媒体机构及自媒体在揭露一些害群之马的时候避免使用“莆田系”、“莆田系医院”等明显带有对地域和整个行业造成污名化的代名词，这对包括但不限于莆田籍医疗行业从业人员的全体莆田人都是不公平的，敬谨识之。
这是莆田健康产业总会对有关莆田民营医院相关事件的首次公开表态。
据披露，莆田健康产业总会现有6000余家会员，基本上是莆商参与投资的民营医院。莆田健康产业总会执行会长兼秘书长吴曦东表示，尽管深圳龙岗警方披露案件中的莆田涉事民营医院并非莆田健康产业总会会员，但是这对莆田民营医院产生了很大影响。
民营医院形象亟需蜕变
不可否认，“莆田系”现在成了民营医院污名化的代名词。一些民营医院的专业人士表示，现在很多民营医院的医疗质量是相当靠谱的，但是很多老百姓依然对民营医院有着不好的刻板印象，诚信的缺失在一定程度上制约着我国民营医院的发展。
民营医疗行业想要获得更好的发展，就必须严格守法，恪守医德，通过自身实际行为来逐步改变人们对民营医院的偏见。同时，政府也应该出台措施进一步规范民营医院发展，踢出行业的害群之马，并对公立和非公立医院一视同仁，还民营医院一个清净、公平的发展环境。

揭秘台湾电信诈骗：一个电话骗1亿，“创新能力”堪比世界五百强

有这样一个产业，它植根于台湾，发扬于大陆，从业人员数十万，基地遍及五大洲，业务面向大陆、日、韩、东南亚，年产值百亿人民币。
即使世界经济十分萎靡，它还能保持100%的高速增长。在它的“成功榜样”示范下，大陆也崛起了数倍于此的从业者。
这就是电信诈骗。根据有关统计，我国对于电信诈骗的破案率不足3%。
根据公安部门统计，每年约80多亿元诈骗赃款在台湾被取走，因两岸制度差异，多年来仅追回12.7万元。在台湾，法律对于诈骗的惩处极低，电信诈骗者往往很难定罪，即使证据确凿也不过入狱几个月。
电信诈骗已经取代传统的贩毒、走私、买卖人口，成为全球最大的黑色产业。
电信诈骗为何如此猖獗？
一个电话骗走1.17亿，台湾电信诈骗团伙连犯大案
2015年12月20日，都匀市经济开发区建设局财务主管兼出纳杨某接到一个“农业银行法务人员”的电话，称其涉嫌信用卡诈骗。在骗子的诱骗下，杨某在电脑上安装远程控制软件，并插入单位资金U盘配合“清查”，导致1.17亿元公款被转走。
案情重大，公安部将此案列为部督案件，贵州省公安机关投入500余名民警参与侦破，一个由台湾人操纵、公司化运作、组织严密的诈骗团伙浮出水面。
该团伙在乌干达搭建话务窝点，冒充公检法人员进行电信诈骗活动。警方共抓获犯罪嫌疑人62名，冻结涉案银行卡9942张，涉案资金上亿元。
兔子也吃窝边草，台湾高官也被骗
2013年8月，台湾经济事务主管部门原负责人（相当于台湾“经济部长”）尹启铭接到诈骗电话，误信儿子被绑架，支付了120万元“赎金”，事后察觉有异才报警。
台湾警方抓捕以后发现，该案3名收款嫌疑人为未成年人，主要嫌犯在逃。

让聪明人上当的秘密：不断创新，“诈骗剧本”厚达186页
在大家的潜意识里，“诈骗”是个很low的事情，一个南方口音的人在电话对面说：“你的儿子在我手上”。仿佛只有很笨的人才会上当，这已经成为大家的刻板印象。
其实，台湾诈骗团伙对业务的“精益求精”远远超出人们的想象。
2011年3月10日，我国大陆重庆、湖北、福建等多个省份相继发生多起数额巨大的电信诈骗案，海峡两岸警方成立专案组，共同侦破“3.10特大跨国系列电信诈骗案”。
专案组在与柬埔寨、印尼、马来西亚、泰国等地警方合作下，成功摧毁了这起特大跨境、跨国电信诈骗犯罪集团，捣毁诈骗窝点百余处，并缴获一大批作案工具。警方共抓获疑犯598人，其中我国大陆居民186名、台湾居民410名、柬埔寨居民1名、越南居民1名。

在检方提交的证据材料中，一份厚达186页的“话术单”格外引人注目。诈骗团伙的所有人员在上岗前，都要好好地根据这个“话术单”的提示进行学习，以掌握高超的诈骗技巧。
在这份话术培训单上，连使用者用什么语气来跟事主对话，都有专门的“温馨提示”：“时时刻刻给客人上紧发条，不要让他们的神经线松懈”、“口气保持一致性，态度立场坚硬，细节加强”、“尽量让客人不要有时间想太多，多跟客人说话”、“此处说话态度要强硬”……
在警方公布的多个案例中，嫌疑人都提到，“台湾老板”管理十分严格，甚至会借鉴世界五百强的“头脑风暴会议”，每天晚上要求大家反复听录音，哪句话说得好，哪句话把人惊跑了，都进行复盘。持续对“剧本”进行改进，“精益求精”。
在如此的“每日创新能力”之下，即使是只有初中、小学水平的诈骗者，也可以超常发挥，使得专家、教授、大学生等自诩“防骗知识丰富”的人上当。
诈骗团伙洗脑：骗有钱人的钱是“替天行道”
光有剧本和创意也不行，台湾电信诈骗集团对参加者有着超强的洗脑能力，有些人是以“国外打工”的名义被骗进去，进去之后被完全洗脑，开始以“主人翁”的姿态积极诈骗。
台湾诈骗团伙在非洲、东南亚建立“机房”（诈骗基地，以独立别墅的方式存在），每个机房的成本在40-50万人民币，可以容纳30-40个人在里面进行诈骗。每个机房之间不横向联系，防止被警方追踪。
在诈骗基地中，所有人除了老板之外都不能外出，吃喝、日用品都有人送来。诈骗组织者也知道这种做法违反人性，因此在加入团伙之后，往往会对新加入者进行“洗脑”。
根据警方公布的案例和材料，诈骗团伙会以“成功学”、“厚黑学”来改造成员的世界观，“这个世界就是金钱的世界，有钱就被人尊重，没钱就被人鄙视”，“有钱人的钱也是贪污腐败来的，我们骗他们的钱就是替天行道”等等。
而被诈骗团伙招募的新成员，往往是海峡两岸的青少年，来自贫困地区，这种洗脑的观点跟他们的世界观往往有一定的重合之处，从而加强了洗脑的效果。
在警方查处的某电信诈骗团伙的墙上，甚至有“今天工作不努力，明天努力找工作”等成功学格言，让人啼笑皆非。
学习台湾好榜样，大陆形成电信诈骗专业县市
在台湾诈骗团伙的影响下，大陆本土电信诈骗近年来有后来居上之势。
经过数年发展，大陆不少地区已经形成自己的诈骗产业，如福建安溪的“冒充公检法”（徐玉玉案六名嫌疑人，其中三名来自安溪）、湖南双峰的“PS诈骗”以及广东电白的“猜猜我是谁”等。这些地区的诈骗呈现集团化、专业化操作模式，甚至开始向境外延伸，形成国内外勾结的跨国犯罪链条。
2014年5月，广东警方在“海燕2014”统一行动中抓获犯罪嫌疑人286名，其中相当一部分为电白籍。2012年8月，福建省长泰警方在漳州市一举端掉10个诈骗窝点，抓获42名电信诈骗犯罪嫌疑人，均为安溪籍。
如何防范和打击？
电信诈骗涉及到多个环节，治理复杂，破案成本高昂，因此一直以来被各地公安机关视为畏途。自徐玉玉案以后，全国各地多起类似诈骗案件被媒体披露，迄今为止多数并未有结果。
对于政府机构、学校来说，严厉打击个人隐私泄露和网上交易，能够提高电信诈骗的成本，遏制诈骗案高发的势头；
对于电信部门来讲，打击伪基站、网络改号软件，严格落实电话实名制，同样可以遏制电信诈骗猖獗。
对于咱们普通人来说，更应该注意的是：
无论如何，不要给陌生人远程汇款、不要根据陌生人指示在ATM上操作。这是预防电信诈骗最根本的原则。
