North Korean leader Kim Jong Un, the White House announced, setting the scene for an unprecedented encounter between two nations that only recently threatened to wipe each other out.

The talks would be the first between a sitting US president and a North Korean leader and will take place by May, according to South Korea's national security adviser, Chung Eui-yong, who delivered the invitation to Trump after a visit by his delegation to Pyongyang earlier this week. Chung said Kim had offered to put Pyongyang's nuclear and missile program on the table.
The White House said Trump had agreed to the encounter. "He will accept the invitation to meet with Kim Jong Un at a place and time to be determined," said White House spokeswoman Sarah Sanders.
Trump's decision, after a year in which the two have repeatedly traded insults, is a remarkable breakthrough. It brings the North Korean regime close to its long-desired aim of recognition on the international stage, and offers Trump the tantalizing prospect of a historic diplomatic victory. But the consequences of such a high-stakes gamble remain hard to predict.
The South Korean delegation, which landed in Washington, D.C. for a debriefing Thursday on the North-South talks, was careful to praise Trump's influence over the developments. Chung said the US President's "leadership" and his administration's pressure on the North Korean regime had "brought us to this juncture."

White House press secretary Sarah Sanders said in a statement that Trump "greatly appreciates the nice words" of the delegation and South Korean President Moon Jae-in.
"He will accept the invitation to meet with Kim Jong Un at a place and time to be determined. We look forward to the denuclearization of North Korea. In the meantime, all sanctions and maximum pressure must remain."
Trump tweeted that "great progress" had been made but there would be no prospect of lifting sanctions until a deal was reached.
'Almost miraculous'
South Korea's President Moon described the announcement as "historic" and thanked both leaders for seeking a diplomatic solution to the denuclearization of the Korean Peninsula.
"This is an almost miraculous event; my administration will prepare toward the May meeting with utmost diligence," he said in remarks read out in Seoul by a Blue House spokesman.

With State Dept. depleted, Trump admin considers outside help on North Korea

Geng Shuang, a spokesman at China's Ministry of Foreign Affairs, said the development was positive, and it was a moment to show "political courage." But he stressed that China would continue to maintain sanctions on North Korea until a political settlement was reached.
Other regional powers reacted cautiously. Japanese Prime Minister Shinzo Abe talked to President Donald Trump on the phone to reiterate the necessity of maintaining pressure on North Korea.
Abe, briefing reporters after the call, said that the US and Japan had agreed to "keep putting maximum pressure until North Korea takes concrete actions toward denuclearization."
Australian Foreign Minister Julie Bishop said her government welcomed "any dialogue with North Korea" but warned that "North Korea has a history of making agreements and then failing to honor them."
Bishop said that, during any talks, Pyongyang must abide by its United Nations obligations to refrain from nuclear and missile tests.

Rapid development
The stunning announcement was the culmination of a diplomatic whirlwind that began with the invitation of a North Korean delegation to attend the Winter Olympics in Pyeongchang, South Korea. That event became the venue for a series of carefully orchestrated diplomatic overtures, which were reciprocated with a visit by a South Korean delegation to Pyongyang.
During the visit, Kim reportedly joked over dinners of Korean hotpot and cold noodles. At one meeting, he said previous missile tests had caused Moon to schedule early morning national security meetings. "I decided today (to freeze the tests) so he will not lose sleep anymore," he said, according to a South Korean presidential official.
Kim and the officials shared several bottles of wine, liquor made of ginseng and Pyongyang soju, the official said. "The bottles kept coming," said another administrative source who had official knowledge of the meeting.
The alcohol-fueled diplomacy ended in dramatic fashion at the White House on Thursday.
Chung, the South Korean national security adviser, arrived at the White House shortly before 2:30 p.m. to meet with his US counterpart, H.R. McMaster.

Just minutes after 5 p.m., Trump poked his head in the White House briefing room to tell reporters South Korea would be making a "major announcement."
Chung's delegation appeared outside the West Wing about two hours later. In a brief statement to reporters, Chung said Kim "expressed his eagerness to meet President Trump as soon as possible."
The North Korean leader had told the South Koreans "he is committed to denuclearization" and pledged that North Korea would "refrain from any further nuclear or missile tests," Chung said. Kim also told the South Koreans he understands that the US and South Korea would move forward with their joint military exercises later this year.

There are many details to be ironed out before any meeting could take place, not least the location. The Panmunjom truce village in the Korean Demilitarized Zone (DMZ), one possible venue, hosted meetings between North and South Korea in the run-up to the Winter Olympics.
How Trump caught his White House and the world by surprise
Sanctions to remain in place
Since Trump came into office, the US has leveled some of its most significant and far-reaching sanctions against North Korea and has also succeeded in pressuring China to further isolate the regime. That pressure would not abate as the US heads toward the historic talks, the White House said.
Trump reiterated the US stance on sanctions. "Kim Jong Un talked about denuclearization with the South Korean Representatives, not just a freeze," he tweeted. "Also, no missile testing by North Korea during this period of time. Great progress being made but sanctions will remain until an agreement is reached. Meeting being planned!"

A host of questions lingered over Trump's remarkable decision, which signaled a break with the administration's thinking just days -- even hours -- earlier.
Secretary of State Rex Tillerson told reporters traveling with him in Ethiopia earlier on Thursday that the US was "a long way from negotiations."
"In terms of direct talks with the United States, and you asked negotiations, we're a long way from negotiations. We just need to be very clear-eyed and realistic about it," Tillerson said.
Who is Kim Jong Un? Separating myth from fact
Trump's approach to North Korea has wavered between bellicose rhetoric and expressions of openness to diplomacy -- with the President saying one day that the US would rain "fire and fury" on North Korea and then saying he would consider speaking directly with the country's leader under the right circumstances.
On the campaign trail he signaled more than once that he would be open to direct talks, but more recently belittled Tillerson's attempts to bring Kim to the negotiating table.
"I told Rex Tillerson, our wonderful Secretary of State, that he is wasting his time trying to negotiate with Little Rocket Man," he tweeted in October, using his disparaging nickname for the North Korean leader.
The White House did not say why it had changed its calculus toward North Korea by agreeing to talks without "concrete steps toward denuclearization."
But a senior administration official said Trump had accepted Kim's invitation to meet because "it makes sense to accept an invitation to meet with the one person who can actually make decisions," even though past US-North Korea talks have taken place at a lower level.
"President Trump was elected in part because he is willing to do -- take approaches very, very different from past approaches and past presidents. That couldn't be better exemplified in his North Korea policy," the official said Thursday evening.
The official added that "President Trump has made his reputation on making deals" and Kim "is the one person who is able to make decisions under their authoritarian -- or totalitarian -- system."

U.S. President Donald Trump said he will meet North Korean leader Kim Jong-un by May for talks about denuclearization, according to South Korean President Moon Jae-in’s special envoy.

Chung Eui-yong, chief of the National Security Office at the Blue House, said Thursday evening outside the White House in Washington, “I told President Trump that, in our meeting, North Korean leader Kim Jong-un said he is committed to denuclearization.”

He continued in the surprise briefing: “Kim pledged that North Korea will refrain from any further nuclear or missile tests. He understands that the routine joint military exercises between the Republic of Korea and the United States must continue. And he expressed his eagerness to meet President Trump as soon as possible.”

Chung is on a four-day trip to Washington to debrief Trump and his administration about his delegation’s visit to Pyongyang at the beginning of the week and its meeting with Kim Jong-un. He flew to Washington Thursday saying he had a special message to deliver to the United States from the North Korean leader.

“President Trump appreciated the briefing,” Chung continued, “and said he would meet Kim Jong-un by May to achieve permanent denuclearization.”

Chung went onto vow that South Korea and the United States and their partners around the world “remain fully and resolutely committed to the complete denuclearization of the Korean Peninsula.”

He said, “Along with President Trump, we are optimistic about continuing a diplomatic process to test the possibility of a peaceful resolution.”

But he indicated caution, adding, “The Republic of Korea, the United States, and our partners stand together in insisting that we not repeat the mistakes of the past, and that the pressure will continue until North Korea matches its words with concrete actions.”

During the short briefing, Chung said President Moon expressed his “personal gratitude for President Trump’s leadership.”

He also credited the Trump administration’s maximum pressure campaign and international solidarity for bringing about the surprising developments.

Chung did not take any questions from reporters.

South Korea and the United States postponed two-month joint annual military exercises scheduled for early spring to after the

PyeongChang Winter Olympics and Paralympics. They are likely to kick off in early April.

A third inter-Korean summit between Moon and Kim is scheduled for late April at the truce village of Panmunjom.

This could mark a pivotal moment in U.S.-North Korea relations the likes which have not been seen since 2000, when U.S. Secretary of State Madeleine Albright met with North Korean leader Kim Jong-il in Pyongyang to pave the way for President Bill Clinton to visit — which never happened. Out of office, Clinton visited Pyongyang and met with Kim Jong-il, father of the current Korean leader in 2009 to secure the release of two detained American journalists.

The South Korean special delegation headed by Chung delivered Kim’s message to Trump at the Oval Office earlier Thursday.

The North Korean leader’s message was delivered verbally rather than through a personal letter from Kim, according to U.S. officials.
Earlier that evening, Trump announced in person to reporters in an impromptu visit to the White House briefing room that a “major announcement” about North Korea would be revealed soon. He had reportedly never been in that briefing room before.

Trump tweeted Thursday after Chung’s statement outside the West Wing of the White House: “Kim Jong Un talked about denuclearization with the South Korean Representatives, not just a freeze. Also, no missile testing by North Korea during this period of time. Great progress being made but sanctions will remain until an agreement is reached. Meeting being planned!”

White House Press Secretary Sarah Huckabee Sanders said in a statement that Trump “greatly appreciates the nice words of the South Korean delegation and President Moon.”

Trump “will accept the invitation to meet with Kim Jong-un at a place and time to be determined,” she said. “We look forward to the denuclearization of North Korea.”

But she added, “In the meantime, all sanctions and maximum pressure must remain."

This comes after U.S. Secretary of State Rex Tillerson, who is currently in Ethiopia, said hours before in a press conference in Addis Ababa on direct talks with the United States, “we're a long way from negotiations.”

He also said, “I think as President Trump has indicated, there are potentially positive signals coming from North Korea by way of their intra-Korean dialogue.”

Republican Rep. Ed Royce of California, chairman of the House Foreign Affairs Committee, said in a statement, “Kim Jong-un’s desire to talk shows sanctions the administration has implemented are starting to work. We can pursue more diplomacy, as we keep applying pressure ounce by ounce.”

Royce said that it is important to break the cycle of the North Korean regime using talks to extract concessions and buy time, adding, “The United States and South Korea must stand shoulder-to-shoulder in applying the sustained pressure needed to peacefully end this threat. And Beijing must do its part.”

U.S. Sen. Bob Corker, a Republican of Tennessee and chairman of the Senate Foreign Relations Committee, said in a statement after the announcement, “It is clear that a series of sanctions recently put in place by Congress and the administration are having a real impact.”
“As the administration begins to work through the important details of such a meeting, we must continue to apply maximum pressure to the regime in Pyongyang,” and warned that “skepticism and caution are critical as these discussions continue.”

Moon immediately on Friday lauded the planned summit between Trump and Kim Jong-un, calling it a “miraculous opportunity.”

“Following the inter-Korean summit, if [Trump and Kim] meet, we will, in earnest, be on track toward the complete denuclearization of the Korean Peninsula,” said Moon, according to Blue House spokesman Kim Eui-kyum in a briefing. “This May meeting would be recorded as a historic milestone that drew out peace on the Korean Peninsula.”

Moon also conveyed “deep gratitude to the two leaders for their courage and wisdom in making a difficult decision.”

He added, "In particular, the leadership of President Trump, who readily accepted Chairman Kim's invitation, will receive praise not only from the people of the two Koreas, but also from people around the world wishing for peace.”

Moon named Im Jong-seok, presidential chief of staff, to head a committee to prepare for the upcoming inter-Korean summit, according to Kim.

“The preparatory committee will be mainly tasked with bringing about substantive negotiations to improve South-North relations at the inter-Korean summit in April.”

Q.川金可能討論哪些議題?

 " data-reactid="102">早在1994年,美國就曾與北韓就無核化問題交涉,但由於雙方互信不足,談判破裂,美國最後一次與北韓公開交涉,是2012年北韓願意停止飛彈試射,交換美國的人道援助,但協議很快就破裂了。因此若川金會得以舉辦,將是美國與北韓近年關係的重大突破。



川金會一旦成真,川普將是史上第一位與北韓領導人會面的現任美國總統。美國一直希望,北韓能夠以具體的行動促進朝鮮半島無核化。金正恩則透過南韓特使團於6日表示,希望能與美國建立外交關係。因此,北韓去除核武的具體措施,交換美國解除制裁,以及建立外交關係,都是會談可能會討論到的議題。

日本首相安倍晉三9日則表示,他最快將於4月前往美國,與川普會面。對於川金會即將舉行,安倍晉三表示,這是日本、美國、南韓與國際社會向北韓施壓,所達成的結果。與安倍晉三指出,他將與川普密切合作,解決北韓核武與北韓挾持日本人的問題。

中國暫時未對川金會做出正式回應。中國外交部長王毅8日則表示,中國在斡旋北韓與美國接觸,推近六方會談傾注了全力,今後仍願做「扳道工」,將朝鮮半島的核問題扳回談判解決的軌道。

About 180 military personnel have been deployed to Salisbury to help in the investigation into the attempted murder of an ex-Russian spy and his daughter.

They will include Royal Marines and military personnel who have specialist training in chemical warfare and decontamination, the BBC understands.

Sergei Skripal and his daughter Yulia collapsed on Sunday afternoon after being exposed to a nerve agent.

Home Secretary Amber Rudd has described the attack as "outrageous".

The BBC's Daniel Sandford said the military personnel were "experts in chemical, biological, radiological and nuclear warfare".

The Metropolitan Police said the counter-terrorism unit has requested the military's assistance "to remove a number of vehicles and objects from the scene", including ambulances that may have been contaminated while assisting the victims.

Defence Secretary Gavin Williamson said the military had stepped up to "assist with this crucial inquiry".

The public should not be alarmed and there is no evidence to suggest a wide public health risk at this time, the police added.

Mr Skripal, an ex-Russian military security colonel, and his daughter remain in a critical condition at Salisbury District Hospital.

Det Sgt Nick Bailey - who attended the scene on Sunday - is conscious but "very anxious" about being exposed to a nerve agent.

Director of nursing Lorna Wilkinson said Mr Bailey was in a serious but stable condition.

Specialist investigators wearing protective suits have been seen examining the bench that Mr Skripal and his daughter collapsed on.

Mr Skripal's house and his car have also been cordoned off.

It is known that Mr Skripal and his daughter had visited the Mill pub and Zizzi restaurant in Salisbury on Sunday afternoon, before they were found near the Maltings shopping centre.

Ms Rudd visited some of the sites cordoned off by counter-terrorism police in Salisbury on Friday.

She also visited Salisbury District Hospital where Mr Skripal, his daughter, and Mr Bailey are being treated.

The home secretary, who met Mr Bailey in hospital, would not give any further details of the nerve agent used or how it was administered.

The graves of Mr Skripal's wife and son at a Salisbury cemetery have also been taped off.

Mr Skripal, 66, was convicted by the Russian government of passing secrets to MI6, but given refuge in the UK in 2010 as part of a "spy swap".

Former Metropolitan Police Commissioner Lord Blair said the "extraordinary attack in Salisbury" is a good reason to investigate whether there is a pattern of former British intelligence collaborators dying in the UK.

Former First Sea Lord and security minister Lord West said: "If it is a nation which has done it, it is completely unacceptable. It's almost like an act of war.

"To actually allow something like a nerve agent to be used in another country for some reason is outrageous."

Russian foreign minister Sergei Lavrov has denied his country's involvement in the attempted murder of the ex-spy.

The attempted murder of Mr Skripal has drawn comparisons to the 2006 assassination of Alexander Litvinenko, who ingested the rare and highly radioactive Polonium 210 in London.

On Tuesday Labour MP Yvette Cooper asked the home secretary to review 14 other deaths that had not been treated as suspicious by UK police, but have reportedly been identified by US intelligence sources as being connected to the Russian state.

Ms Rudd has refused to speculate on whether the Russian state might have been involved in the attack, saying the police investigation should be based on "facts, not rumour".

【星島日報報道】(星島日報報道)美朝關係迎來歷史性轉折。繼南北韓定於四月底舉行首腦會談之後,美國總統特朗普(左)周四接受北韓領袖金正恩(右)的邀請,於五月底前舉行峰會,兩名「狂人」會晤確切日期和地點待定。這將是歷史上首次有在任美國總統與北韓最高領袖會面。南韓官員轉告特朗普,金正恩決心無核化,並將暫停測試核武和導彈。南韓總統文在寅形容美朝峰會是「奇迹」,將成半島和平的里程碑。中國也表示予以充分肯定和支持。

日前訪問平壤獲金正恩接見的南韓特使、青瓦台國家安保室長鄭義溶,周四飛抵華府到訪白宮,向特朗普等官員簡報訪朝之旅的結果。鄭義溶轉達金正恩的話,邀請特朗普舉行有史以來第一次美朝高峰會。美國媒體引述匿名外國外交消息人士稱,南韓特使團親自將金正恩的信函轉交給特朗普。鄭義溶向特朗普簡報後,對記者說:「我告訴他(特朗普),在我們會談時,北韓領導人金正恩表示,他決心放棄核武,並誓言北韓會克制,不再試射核武和導彈。金正恩表示渴望儘快與特朗普會面。特朗普感謝我們的簡報,並說他會在五月底前與金正恩會面,以達至永久無核化。」

白宮發言人桑德斯發表聲明說,特朗普接受金正恩的會面邀請,地點和時間待定。她並說:「我們期待北韓無核化,在此之前將保持所有制裁和最大施壓。」美官員說,特朗普答應與金正恩見面,因為金正恩是北韓的最終決策人。特朗普在Twitter上發文說:「金正恩與南韓代表團談到無核化,而不僅僅是凍結核試驗。北韓還表示這段時間內不再進行核導試驗。重大進展已經取得,但制裁措施會持續到達成協議為止。會面已在籌劃中!」

《紐約時報》引述高官透露,按照日程,特朗普原本周五才與鄭義溶會面,但他周四得悉鄭義溶一行人在白宮西翼與其他官員會面時,隨即召他們到橢圓形辦公室。特朗普要求鄭義溶簡報他與金正恩會面的情況,當鄭表示金正恩渴望與他會面,特朗普馬上說他願意,並讓鄭義溶馬上在白宮向傳媒公布。鄭義溶表示要先請示總統文在寅,通過電話取得文在寅同意後才公開發表。特朗普隨後致電日本首相安倍晉三,討論在外交上如何協調。

安倍對美朝峰會表示歡迎,他最快會於四月訪美和特朗普會談。中國外交部發言人耿爽昨日在例行記者會上回應說,中方對美朝雙方就直接對話釋放的積極信息表示歡迎,對有關各方致力於通過對話協商解決問題予以充分肯定和支持。

鄭義溶率領的特使團早前到訪平壤,已商定文在寅和金正恩四月底在板門店南韓一側的「和平之家」,舉行會談。對於美朝商定峰會,文在寅表示,這有望成為實現半島和平的歷史性的里程碑。他感謝兩位領導人以勇氣和智慧作出如此重大決策,特別是特朗普欣然接受金正恩的會談提議。文在寅還表示,南韓政府將珍惜奇迹般迎來的機會,以坦誠、謹慎的態度處理,但不讓會談進程太緩慢。
