In a major crackdown, the Uttar Pradesh Anti-Terrorist Squad (ATS) has arrested two suspected terrorists from Noida. The accused have been identified as Hizbullah Ali Khan, also known as Tushar Chauhan, and Sameer Khan. Officials say both were in touch with Pakistan’s intelligence agency, the Inter-Services Intelligence (ISI), and criminal networks across the border.

Foreign handlers and social media links​

During the investigation, ATS found that the two suspects were communicating with handlers outside India through platforms like Instagram, Telegram, and VOIP calls. They were reportedly in contact with Pakistani gangster Shahzad Bhatti and his associates, who first reached out using fake social media accounts. Over time, these interactions moved to voice and video calls.

Tushar Chauhan shared during interrogation that he was influenced by social media content and gradually adopted radical ideas. He also said he started following Islam during this period. Authorities believe this online exposure played a key role in drawing him into the network.

Plot to create sleeper cells and carry out attacks​

According to ATS officials, the two suspects were working on building sleeper cells in India. Their handlers had assigned them tasks that included reconnaissance of targets and planning attacks on specific individuals and locations.

Tushar was reportedly asked to throw grenades at certain houses and carry out killings. He was first offered ₹50,000 and later promised ₹2.5 lakh after completing the task. There were also assurances of weapons supply and plans to send him to Pakistan through Dubai.

Sameer Khan, on the other hand, was linked to Tehreek-e-Taliban Hindustan (TTH). His role included writing the group’s name on walls and recruiting new members to expand the network.

Weapons were seized, and the case was registered​

During the operation, ATS recovered a pistol, five live .32-bore cartridges, a knife, and two mobile phones from the accused. Digital evidence collected from these devices confirmed their involvement in activities against national security and their connection with foreign networks.

The arrests were made in Noida, while the case has been registered in Lucknow under multiple serious sections of the Indian Penal Code (IPC).

Officials say further investigation is underway to identify other people linked to this network. The ATS is also examining digital trails and contacts to understand the full extent of the operation and prevent any possible future threats.
