Contrary to popular belief, PAP MP usually don't have any idea what policies are coming out unless the Minister or one of Parl Sec tell them. Balloons on new policies are floated with certain segments of industry or interest groups. In fact PAP MPs tend to find out from their contacts and social groups who are close to the elites in govt and the industry. It also seems to be a Westminster model. I suppose to avoid policies being tampered and watered down from unnecessary pressure from MP. The Parliamentary and Political Sec in each ministry is supposed to know the political ground and handle the grassroots and clans etc.

People in NTUC usually get the first sniff as they they have a cabinet minister. A lot of policy socialisation pre-release is done with editors of the Press. The editors are also told when a minister is going to say something new at which occasion and the right team is put together.

When you see PAP MPs supporting a certain things, they are assigned by the whip after it comes out.

Usually in three steps:

1. The new policy is first sent to straits times to be announced.

2. In parliament, 2 Pap MPs will be tasked to write speeches expressing their "concern". But usually these concerns raised will be demolished by a Minister or DPM when he delivers the wrap up speech. And the bill will be passed.

3. Finally, the ex MM will make a public appearance during a corporate event to give his hard truth (insult) or worst case scenario (threat) if the policy is not implemented.

Case closed.

In short, you're just trying to say the Elites know dumb shit as to what is really happening on the ground and policies if they do come out are orchestrated fallacious shit that has no dumb shit effect in solving any problem till the problems becomes shit and hits the fan!
