help ! what is these people thinking in their mind?

case 1)
saw technican(age 26) reporting to his enginner(age 30) about exsisting problems.
Enginner carry a hardcover book and noted down what ever the tech say.
Time later, nothing was done. tech report again...enginner write down again in his hardcover book.
again nothing was done.
i just keep numb and observed as not my problem.

case 2 different place )
saw a few technincal officer and end user complaing to facility manager(age 50) about the many problems encounter on site and need fast recefition.
manager also take out his hardcover book..started noting down all the problems being said.
of 10 problems reported, only 1 was settled.
time later they complained again to manager again regarding the problems.
he took out his hardcover book and started noting down again.
time past..nothing or little was done.

out of curoiusity i want to know..what is these people thinking in their mind?what are their stragety?
btw..both are sinkie..i believed there are many many out there who are also like this.

They note down so other thinking they will take care of problem.
The person write on the book/paper just wayang so the the feedback will be happy. The manager/engineer wayang because he thinking that he will chance job so not his problem the person take over will have to answer and after some time he still in company that become big problem.
Many just hoping to change job after 2 year so will get higher pay rise average 20% if saty only 1~5% pay rise.
So do you get my point.
 
They are still better than pappy who just brushes off Q&A, at least they noted down maybe for future action.

for enginner..my think is: he hoping to stay as long as possible..even without knowlege, untill 1 day the bubble burst...is 1 yr later liao..by then he would have drawn a decent sum without any hardwork.then will go next company and repeat the same.

for the manager..i cant really figure out his thought
