Help needed , cannot access this forum from home broadband account

Can anyone advise how to contact the administrator of the forum

No problem to connect to this site from anywhere. But when i tried to
access the forum from home (for the first time) yesterday , the display
said account has been barred or something like that.
I am using the same laptop.

I suspect it is barred because of the ip address.

I need to contact the admin to help.

admin fee to unlock it. :(
