　　11月13日晚上发生在法国首都巴黎的血腥大屠杀震惊了全世界，这一天媒体称之为“黑色星期五”。那么，“黑色星期五”为什么会发生在巴黎呢？

　　这桩惨案很容易令人联想到今年年初巴黎的那起连环枪击案。今年1月7日到9日三天，巴黎连续发生了三起枪击杀人和劫持人质杀人的连环血案，造成17名无辜死于非命。恐怖分子的袭击目标明确和精准，那就是“亵渎”伊斯兰教圣贤的《沙尔利周刊》和犹太人经营的一家超市。

　　同年初的恐怖案所具有的报复性相比，这一次袭击则具有恐吓和挑战、甚至是向西方“开战”（借用法国媒体的话评论）性质的大规模暴力行动。

　　目前，无需等待法国警方的调查结果便已经可以做出结论：这是一次经过长期预谋和精心策划的暴恐行动。时间、地点、目标及方式的选择极有讲究，目的性十分明确，其所追求的轰动和震慑效果已经呈现。从恐怖分子的角度看，如此大规模的武装袭击行动能够在一个像巴黎这样的国际大都市发生，这已经是一个成功。

　　恐怖分子选择袭击的地点分别是法兰西体育场、巴塔克兰剧场、“小柬埔寨餐馆”等地。法兰西体育场位于巴黎北部圣德尼，可以容纳8万名观众的体育场，是为1998年在法国举办的世界杯足球赛而建，是巴黎规模最大的体育场所。巴塔克兰剧场和“小柬埔寨餐馆”位于巴黎市中心地区，在共和广场附近，是巴黎最繁华的地区之一。另外，这些地点并非特定人群光顾之处，而是广大民众经常聚集的场所。共和广场附近地区巴黎市民最喜欢逗留之处，特别是入夜时分，这里的餐馆和娱乐场所人满为患、热闹非凡。法兰西体育场当晚举行法国和德国之间的足球赛，球迷们蜂拥而至，连法国总统奥朗德和政府内阁部长们也都在场观看。在这里发动袭击，不仅造成的伤害最大，而且产生的影响也最广泛。

　　恐怖分子在以上几个巴黎最繁华的公共场所，且持有自动步枪和爆炸物等同时行动，气焰之嚣张无以复加。有报道说，当晚同一时刻在巴黎六七的地方同时发生袭击。这说明，如果没有完整和统一的幕后策划和有效指挥，这样的行动是难以进行的。当晚造成的无辜者伤亡人数随着时间的推移不断上升。死亡人数达到上百人已经成为现实。这样的血腥惨剧发生在欧洲简直令人难以想象！

　　这一惨剧的消极影响更加严重。11月30日开始，《联合国气候变化公约》缔约方的年度大会将在巴黎开幕。主办者宣布，全世界190多个国家参加会议，80多个国家元首或政府首脑亲临大会。此外，来自世界各地的3000名记者和一万多非政府组织成员来到巴黎。届时，巴黎将成为国际关注的焦点。为了接待如此规模和级别的国际会议，法国为安全计把巴黎北郊的布尔歇机场临时改造成会议地点。而这个机场就在法兰西体育场附近。而就在两个星期前发生这场暴恐袭击，这对世界气候大会的影响是可想而知的。

　　法国乃至欧洲遭遇如此严峻的安全挑战，那么反恐部门需要从这一事件中吸取足够的教训。年初发生的巴黎枪击案已经暴露出安全部门存在的疏漏，恐怖组织早已扬言对《沙尔利周刊》进行报复，警方也派专人对这家杂志进行保卫，最终依然发生了惨剧。这一次恐怖分子在巴黎市中心多个繁华地带行动，并且携带了自动机枪等重型武器和爆炸物，而没有遭遇阻拦和怀疑，如入无人之境。巴塔克兰剧场发生人质事件后一个多小时后警方才出动。这些都说明，巴黎的反恐措施急需加强和改进。以目前这种状态来接待月底的大型国际会议，的确令人担心。

　　目前，这场暴恐事件刚刚过去不到24小时，最终伤亡人数还难以确定，案件的细节也有待进一步披露。但是，这桩惨案具有的恐怖主义性质和案件所暴露出来的问题已经是无庸置疑的了。（完）
