If you want to have so many MPs, perhaps follow the Hongkie system (minus the meddling from the Chicoms): one batch of MPs take care of municipal issues, one batch of MPs take care of only legislative matters, and the third batch of MPs are the executive branch. From the executive MPs, one gets elected to be the PM (Chief Executive).

The Brits refined the system in HK until the 1997 hanover, but LKY raped the political system he inherited from the Brits in the 1980s, resulting in what you see today.

That is the whole problem of having a bunch of PAPER General. Lee Hsien Loong bring in Teo Chee Hean who brought in Liu Tuck Yew & George Yeo and Lim Sia Sway.
