A 47-year-old woman has an outstanding water bill of more than $27,000, accumulated over more than a decade.
Madam Sarojini Suppiah, an unemployed and divorced mother of a 13-year-old girl has been living in a one-room rental flat in Chinatown since last August.
Her brother and his wife are also staying with her temporarily.
She had previously rented one-room flats in Ang Mo Kio and Yishun.
In March, her utility bill was $230. This was almost entirely for water, as she is on a separate payment scheme for electricity.
She had used about 100 cubic metres of water - roughly 10 times the national average for a one-room flat, SP Services said on her bill.
Madam Sarojini believes there must be some mistake. She said her water pipes are working properly and she used the "usual" amount of water to wash clothes or flush the toilet.
She said her family takes two showers a day. They also don't cook at home.
Last month, SP Services, the billing agents for PUB, the national water agency, installed a thimble which cut the flow of water to her flat.
Even after the supply was cut with the thimble, Madam Sarojini's water usage is still much higher than the average amount, SP Services said, without giving figures.
