李克强首先转达习近平主席对哈莉玛总统的亲切问候，并表示，中新隔海相望，文化相亲，两国关系与合作有深厚的民间基础，发展潜力巨大。40年前邓小平先生访新，两国老一辈领导人共同奠定了中新特殊友好关系的基础。此后，新加坡积极参与中国改革开放进程，双方实现了互利共赢。中新秉持友好传统，高层互访频繁，人员往来密切，务实合作不断拓展新领域，使两国人民从中受益。中方愿同新方共同努力，推动两国关系在新时期取得更大发展。
李克强指出，今年是中国－东盟建立战略伙伴关系15周年，中国始终将东盟视为对外关系的优先方向，赞赏新加坡担任中国同东盟关系协调国和东盟轮值主席国期间，为推动中国－东盟关系发展所发挥的积极作用，愿同新方共同努力，促进中国－东盟关系不断取得新进展，为地区乃至世界的和平与发展作出新贡献。
哈莉玛表示，40年前中国开启改革开放进程，让中国走上快速发展道路，为中国和世界带来利益，新中关系也开启了新的征程。新中两国关系与合作取得长足发展，高层交往密切，各领域合作持续推进。李克强总理此访期间，双方签署了包括自贸协定升级在内的10余项合作协议，为深化合作提供了新平台，把新中关系推上了新高度。两国政府间合作项目发展顺利，希望拓展新领域合作，深化文化、旅游等人文交流，夯实双边关系的基础。新方愿同中方共同努力，推动东盟－中国合作深入发展。
